On June 4, the Walton County School Board (WCSB) met for a regular meeting at 5 p.m. at the Tivoli Administrative Complex in DeFuniak Springs.
Opening Agenda — In the opening agenda the Board approved the June 4, 2019 regular agenda; May 7, 2019 regular meeting minutes; May 21, 2019 regular meeting minutes; and minutes for adoption of closed expulsion hearing minutes for #1818-25.
Consent Agenda — The consent agenda was approved as presented.
Action Agenda — The first items on the action agenda were a public hearing for discussion of amendments to existing school board policies 6.501 “Leave Application” and 6.502 “Approval of Leaves;” followed by the adoption of said amendments. These rules/policies have been reviewed by Jerry Copeland with Educational Management Consultant Services, Inc. and district personnel. They have been advertised for a public hearing in accordance with applicable statutes.
After a public hearing, the School Board can adopt, adopt with changes, or not adopt these proposed rules/policies. The motion carried to approve this item without changes. For Leave Applications, policy states the principal or supervisor, or other person under the direct supervision of the Superintendent, shall submit any leave application directly to the Superintendent. The amendment would allow the leave application to be submitted to either the Superintendent or a designee. For Approval of Leaves, policy states all requests for leave shall be submitted on the proper form and shall be approved either by the School Board, or the Superintendent. The amendment would add “or designee” to those who the form can be submitted to. The amendments to rules/policies 6.501 and 6.502 were adopted by the Board.
Next on the action agenda, a request for approval of a resolution and contract for District participation in the Panhandle Area Educational Consortium (PAEC). PAEC is Florida’s first, legislatively created Educational Consortium, founded in 1967 as a support unit to help small districts with limited resources to better serve children, teachers, and administrators. PAEC presently serves 14 member districts as well as many other non-member districts who purchase services on a contract basis. The Board approved PAEC gateway educational computing consultants project resolution #1920-02. Final for the action of agenda, the board approved of a PAEC student data services resolution and contract for District participation.
Finance Dept. — For finance dept., the Board approved a Frontline Education Contract and the Seaside Neighborhood School & Foundation April 2019 financial reports.
Human Resources Dept. — In human resources the Board approved the June 4, 2019 personnel recommendations and June 4, 2019 personnel addendum. The recommendations and addendum were approved with one nay by board member Marsha Winegarner who said that she did not believe that a few of the personnel listed were appropriate fits for their recommended position. No specific personnel names were mentioned. Also in human resources, the Board approved a contract with Florida Blue Health Insurance of Florida for the 2019-2020 school year.
Facilities/Construction Dept. — In facilities/construction the School Board approved of a Regional Utilities Easement for Dune Lakes Elementary (DLE). Regional Utilities is granting a utility easement to the WCSB to access, operate, and maintain a reclaimed water pumping station to be utilized for irrigation at DLE. The cost of the easement is a one time sum of $10.00.
Administration — The board approved of the 2019-2020 Pre-K school calendar.
School Board — The Board approved for board member Winegarner to travel to Tampa, Fla. on June 12-14, to attend the Florida School Boards Association/Florida Association of District School Superintendents Annual Summer Conference.
Closing Items — In closing items the Board approved to reschedule the July 2, 2019 regular WCSB meeting for an earlier date of June 27, 2019.
The next regular WCSB meeting will take place on Tuesday, June 18, at 5 p.m. in the South Walton High School media center.
