Walton County Board of County Commissioners (BCC) April 9 regular meeting

A yes vote was to approve the motion.

The following item was removed from the consent agenda at the outset of the meeting: “Request to schedule and advertise a Public Hearing to adopt an Ordinance amending portions of Chapter 22 of the Walton County Waterways and Beach Activities Ordinance”, with the item to be handled in Agenda Item #34, which was revised to read: Request approval to schedule and advertise a public hearing to adopt an Ordinance amending portions of Chapters 7 and 20 to have code and parking citations heard by a special magistrate.

Citizen request by Doug Ritchie to approve and authorize the BCC chairman to sign a resolution recognizing May 18-24, 2024, as Safe Boating Week in Walton County.

A motion for approval by McCormick carried unanimously: Tony Anderson-yes; Brad Drake-yes; Danny Glidewell-yes; Donna Johns-yes; Boots McCormick-yes.

Request by Caitlin Cerise, Walton County library manager, to re-appoint Lindsey McDaniel to the Walton County Library Advisory Board.

A motion for approval by Drake carried unanimously.

Request by Stan Sunday, county administrator, to approve and authorize the BCC chairman to sign a three-year standard tower renewal service agreement and extended warranty with TORO NSN for the operation of the computer controlled irrigation system at Eagle Springs Golf and Recreation Center. Included with the renewal were a new computer tower to replace the current tower at a cost of $2,412 and support services at the rate of $242 per month, representing no increase from the 2023 fiscal year.

A motion for approval by Glidewell carried 4-0: Drake-yes; Glidewell-yes; Johns-yes; McCormick-yes; Anderson-abstaining due to a conflict.

Request by Sunday to approve and authorize the BCC chairman to sign an amendment to the services agreement with Golf Compete, Inc., d/b/a foreUP, to extend the current services of the golf course operating system through April 2025, at a monthly price of $469.37, a six-percent increase.

Approved 4-0 after BCC and staff discussion and public comment was a motion by Glidewell to authorize the county administrator to negotiate with the company for a month-by-month contract while a more cost-effective arrangement was being sought: Drake-yes; Glidewell-yes; Johns-yes; McCormick-yes; Anderson-abstaining.

Request by Sunday on behalf of Walton County Public Works for approval of a driveway connection permit policy memorializing current practice with driveway connections.

A motion for approval by Glidewell carried unanimously.

Request by Sunday on behalf of the Walton County Tourism Division to rescind the previous award to lowest bidder Rotolo Consultants of invitation to bid (ITB) for landscaping services for the Highway 98 Landscaping (maintenance) Project Zones 1, 2, and 3 (Walton/Okaloosa County line to Mack Bayou Road, central West CR-30A to Veterans Road, and CR-395 to Veterans Road). This was recommended due to the company having declined to sign a contract without a termination clause. The bid had been $25,931.84 per month.

A motion by McCormick to rescind the award of bid was approved unanimously.

Request by Sunday to award the ITB to next lowest bidders, ZIIC Outdoors for Zones 1 and 2 at a cost of $80,583 per month and Harper Landscaping for Zone 3 at a cost of $56,140 per month.

There was a motion by Glidewell to approve award of the ITB to ZIIC Outdoors and Harper Landscaping and authorize the county administrator to execute contracts for these services.

The motion was approved unanimously.

Request by Melissa Thomason, Walton County chief financial officer (CFO), to approve liability policy documents with Mount Vernon Fire Insurance Company for the Eagle Springs Golf Course and delegate signature authority to the CFO for these policies upon legal counsel approval. It was noted that this is insurance related to the liquor license for the restaurant and that the cost is $1,313.55 annually.

Approved 4-0 after BCC and staff discussion and public comment was a motion for approval by Glidewell: Drake-yes; Glidewell-yes; Johns-yes; McCormick-yes; Anderson-abstaining.

Update by Clay Adkinson, acting county attorney, and request for direction regarding proposed scope of services and minimum qualifications for the county attorney position (vacant).

Approved unanimously after BCC and staff discussion and public comment was a motion by McCormick to hold a workshop to discuss the scope of services and minimum qualifications.

Request by Adkinnson for approval to schedule and advertise a public hearing to adopt an Ordinance amending portions of Chapters 7 and 20 to have code and parking citations heard by a special magistrate.

A motion by Glidewell to schedule the public hearing as soon as possible carried unanimously.

Public hearing on an ordinance adopting the official seal of Walton County and establishing standards for use of the seal, with a resolution to be presented on April 23 setting forth prohibited and allowable uses of the seal.

A motion for approval by Glidewell carried unanimously.

Public Hearing to consider the removal of Fred Tricker for cause from the District 1 Commissioner appointee seat of the Walton County Planning Commission.

A motion by McCormick to remove Tricker from the planning commission was later withdrawn by McCormick after BCC discussion and public comment, resulting in no action at the hearing and Tricker remaining on the planning commission.

Approved unanimously as part of the consent agenda was a request to approve and authorize the Chairman to sign an amendment to the beach safety/lifeguard services agreement contract with South Walton Fire District to relocate the lifeguard services formerly provided at 1931 CR-30A East, formerly referred to as Van Ness Butler Jr. Regional Beach Access (RBA). This was due to the county having abandoned the beach access easement for the access as part of a lawsuit settlement.

The contract amendment provided for the following: Relocating beach safety services for the former beach access to the Santa Clara RBA at 3468 CR-30A East, to provide roving coverage to the west between the Santa Clara RBA and the Dogwood/Thyme Neighborhood Beach Access (NBA); and tasking existing beach safety services located at the Santa Clara RBA to provide coverage to the east between the Santa Clara RBA and the Eastern Lake NBA at 493 Eastern Lake Road.

Removed from the agenda was the following item: Request approval for the Clerk of Court to collect on the GE (Green Energy) letter of credit for Bayview Estates, L.L.C., in the amount of $25,933 before the expiration date of April 14, 2024. The removal was due to the amount having been furnished as required.
