Request by Larry Jones, county administrator, for approval of 2017-18 fiscal year Florida Department of Health Walton core contract and fee resolution.

A motion for approval carried unanimously: Tony Anderson-yes; Bill Chapman-yes; Sara Comander-yes; Cecilia Jones-yes; Melanie Nipper-yes.

Request by L. Jones to authorize staff to communicate with the owner of a 90-acre parcel near the intersection of Clear Springs Road and U.S. 331 in Paxton to discuss the possible donation of the parcel to the county for public park and/or mitigation use.

A motion for approval carried unanimously.

Request by L. Jones to obtain an appraisal on a 113-acre property offered for sale to the county, located on Lake Drive and abutting the above parcel.

A motion for approval carried unanimously.

Request by Jones to award, approve and authorize the BCC chair to sign
$398,985 construction contract with lowest responsive, responsible bidder, RBM Contracting Services, for the Oyster Lake Outfall Improvement Project, consisting of installation of geo-fabric and sea oats to harden the dune lake outfall and maintain it within a 50-foot width as required per a lawsuit settlement associated with the property.

A motion for approval by Comander carried 4-1: Anderson-yes; Comander-yes; C. Jones-yes; Nipper-yes; Chapman-no.

Request by L. Jones to award bid for improvements to the Big Redfish Lake Bridge to the lowest, responsive, responsible bidder, Murphree Bridge, with the project to consist of constructing a new 68-foot concrete two-span vehicular bridge on concrete pilings across the lake on CR-30A and demolition of the existing double metal culvert on CR-30A, along with earthwork activities and rip-rap to stabilize the slopes under the bridge, with bridge approaches to be constructed with a brick paver surface and existing roadway 150 feet in each direction from the bridge to be removed and replaced with new limerock base and asphalt.

A motion by Anderson to award the bid to Murphree Bridge carried unanimously.

Motion by Anderson to approve 90-day contract with Murphree Bridge for the above improvement project at a $691,059 base bid, plus alternates providing for lime rock base at and asphalt overlay at Okaloosa Gas patch areas, at an additional cost of $15,250.

The motion was approved unanimously.

Request and motion by Comander to approve and authorize the BCC chair to sign a maintenance agreement with the state Department of Transportation (DOT) in exchange for the DOT reopening a portion of the U.S. 331 bay bridge causeway for parking and fishing.

The motion was approved unanimously.

Request by Mac Carpenter, county planning and development services director, to approve staff’s recommendation to implement a mobility fee/impact fee structure that would effectively replace the current proportionate fair share program used to mitigate the impacts of development on the county’s transportation system.

A motion by Comander to proceed with implementing the mobility fee/impact fee structure carried unanimously.

Request by Carpenter to move forward with the next step in the above process, a request for qualifications (RFQ) to complete the necessary impact/mobility fee study used to establish the fee and other program parameters.

A motion for approval carried unanimously.

Presentation by Kristen Shell, county planning manager, for approval to transmit for state review the following: an updated “working draft” Future Land Use Map (FLUM) and two recommendations by the Walton County Planning Commission. The recommendations were 1) that a residential zoning district be created within the Residential FLUM category with a maximum density of one dwelling unit per half acre, with this zoning district to be included within Chapter 2 of the Walton County Land Development Code (LDC), establishing zoning districts although not appearing on the FLUM with regard to any properties, but instead to be available as an alternative for those seeking re-zonings; and 2) removal of the residential impervious surface area (ISR) maximums and floor area ratio (FAR)from the Walton County Comprehensive Plan (CP) to be relocated to zoning standards for residential zoning districts within the CP, in conjunction with other potential changes. Combined with this recommendation was a request that Matrix Group consultants and county staff planners provide recommendations related to mitigating the incompatibilities between large-volume short-term rental homes in the South Walton Planning Area and surrounding residential neighborhoods.

A motion by Anderson for approval of the updated draft FLUM and the two planning commission recommendations carried unanimously.

Request by Sidney Noyes, county attorney, for approval to transmit for state review a draft CP element previously presented by Shell providing for elimination of the current economic development element.

A motion for approval carried unanimously.

Request by the BCC on behalf of Black Creek of Northwest Florida for approval to transmit for state review the Black Creek of Northwest Florida Large Scale Amendment (LSA), providing for a change in land use classification of 32.64 acres, located approximately 3.25 miles east of the CR-3280/U.S. 331 intersection, on the north side of CR-3280, from Urban Residential and Estate Residential to Business Park. The request was part of a previous lawsuit settlement agreement.

A motion for approval carried unanimously.

Request for approval of WaterSound Origins Phase IV, providing for development of 361 single-family residential lots and associated infrastructure on 178.55 acres on Pathways Drive, north of U.S. 98 and east of WaterSound Parkway North, just west of the Walton/Bay County line.

A motion for approval by Chapman carried unanimously.

Request on behalf of Artisan Two, L.L.C., for approval of the Eden’s Landing Planned Unit Development (PUD) Amendment, providing for the modification of setbacks for residential and commercial lots and elimination the previously-approved design code for the development on 11.74 on the west side of CR-395 North in Point Washington, north of East Point Washington Road and south of Eden Gardens State Park Road—with specific setbacks as amended to consist of: 10-foot front, five-foot side and five-foot rear setbacks for all single-family homes; six-foot front, five-foot side and three-foot rear setbacks for all multi-family duplexes; and commercial setbacks of zero feet on all sides on each individual commercial lot to allow building location flexibility, with no commercial buildings to encroach closer than 25 feet from to the CR-395 North right-of-way or closer than 20 feet from the southern property line.

A motion for approval by Anderson carried unanimously.

Request by Walne Donald for approval of Mobile Fixture Showroom/Warehouse, consisting of a 25,088-square-foot kitchen showroom/warehouse to be constructed on 1.87-acre site on the southeast corner of the U.S. 331/Norris Cutoff Road intersection, north of Jolly Bay Road.

A motion for approval carried unanimously.

Request by Walton County Administration to reschedule the first BCC regular meeting in November in order to accommodate travel by commissioners to the Nov. 15-17 Florida Association of Counties Legislative Conference in Sarasota County. This was accompanied by discussion on the need to schedule a public hearing to consider an amended ordinance for a revised Sandestin development of regional impact (DRI) development order/notice of proposed change (NOPC) in connection with a settlement agreement associated with the Sandestin Owners Association v. Walton County lawsuit.

Motion by Chapman to schedule the public hearing for 1 p.m. on Nov. 7 and the first BCC regular meeting of November also for Nov. 7 at 4 p.m., with both meetings to take place at the South Walton Annex.

The motion was approved unanimously.

Approved unanimously as part of the consent agenda was a request to apply for the fiscal year 2017-18 Florida Fish and Wildlife Conservation Commission BearWise funding opportunity for local government cost-share for purchase of bear-resistant trash cans for residences and businesses.
