School Board Feb. 4 meeting: Board member Gail Smith not to run in next election [PREMIUM]

Walton County School Board held a regular meeting Feb 4 at the Tivoli Administrative Complex in DeFuniak Springs.


On Feb. 4, 2020, the Walton County School Board (WCSB) met for a regular meeting at the Tivoli Administrative Office in DeFuniak Springs. 

Opening Agenda — For the opening agenda, the board approved of the Feb. 4, 2020 regular meeting agenda and the Jan. 21, 2020 regular meeting minutes. Consent Agenda — For the consent agenda the board approved five sports schedules and three purchase orders. The approved sports schedules were the Freeport High School (FHS) 2019-20 tennis schedule; Paxton High School 2019-20 track schedule; South Walton High School (SWHS) 2019-20 girls lacrosse schedule; SWHS 2019-20 tennis schedule; and SWHS 2019-20 baseball schedule. Approved purchase orders were to PC Solutions for Firewall in the amount of $153,896.00; to (WTI) Weatherproofing Technologies, Inc. for roof renovations at South Walton High School Auditorium; and to ClassLink for districtwide license renewal. 

Action Agenda — For the action agenda, the school board approved permission to advertise for rules/policies 6.09 (Florida’s Best and Brightest Teacher Program) and 6.22 (Teaching out of Field). The School Board’s rules and policies must be updated to reflect changes in conditions, as well as, changes in pertinent rules and statutes. These updates must be made in public hearings in accordance with applicable state statute FS 120.54. The advertisements for rules/policies 6.09 and 6.22 were prepared in accordance with applicable state statutes and reviewed by Board Attorney, Leonard Dietzen, North East Florida Educational Consortium (NEFEC), HR Department, and Policy Review Team. 

Safety and Security — For safety and security, the school board approved of the updated Walton County School District (WCSD) safety and security task force committee. 

Finance Dept. — The first item for the finance dept. was a request for school board approval of a contract between the WCSB and PFM Financial Advisors LLC for financial advisory services to debt issuance. The agreement will be effective on March 1, 2020 through Feb. 28, 2021 and shall automatically renew for additional one year periods unless terminated in writing by either party upon 30 days’ written notice. Final for the financial dept., the board approved of the Seaside Neighborhood School & Foundation December financial reports. 

Human Resources Dept. — For human resources, the board approved of Educational Management Consultant Services, Inc. (EMCS) contract for consultant services related to SWHS and Walton High School; a Memorandum of Understanding between the WCSB and the Walton County Education Association – Best & Brightest; and the Feb. 4 personnel recommendations and personnel addendum. 

Curriculum & Instruction Dept. —  For this section of the meeting, the board approved an amendment to Canopy Behavior Solutions LLC for the remaining 2019-2020 school year. 

Technology Dept. — For the technology department was an request for approval of Statement of Work/Explanation of Services with PC Solutions & Integration, Inc. to purchase a Fortigate appliance and convert WCSD’s current FGT260C HA Cluster/Appliance to FGT1100E HA Cluster. Motion carried to approve this item. 

Facilities/Construction Dept. — For facilities was a request for approval of a STEAM Renovation Project – Deductive Change Order #1 in the amount of -$163,844.50 takes advantage of the sales tax savings on this project. 

Administration — In administration, the school board approved of the organization of the 2020-2021 Calendar Committee. School Board member Kim Kirby volunteered to serve on the Calendar Committee. Board Member Gail Smith was selected as an alternate. Additionally, the board gave approval of the 2020-2021 Calendar Committee Members: Darlene Paul, Chairperson; Tripp Hope, WCSD Representative; Heather Gainey, WCSD Representative; Kaye Black, WCSD Representative; Kari Ann Kinkey, WCEA Representative; Tia Shubert, WCEA Representative; Victoria Wilkerson, WCEA Representative and Christina Weeks, WCEA Representative.  

Closing Items — In closing items, Board Member Smith announced that she intends to retire and will not be running in the next school board election. The next regular WCSB meeting will take place on Feb. 18, 2020 at 5 p.m. in the SWHS media center.
