Roll Call Walton County Board of County Commissioners (BCC) Nov. 10 regular meeting [PREMIUM]

Commissioners present for the meeting were Tony Anderson, Bill Chapman, Danny Glidewell, and Trey Nick. Melanie Nipper was not in attendance.

A yes vote was to approve the motion.

Request on behalf of the city of Freeport to close Business 331 from Freeport Elementary School to Hwy. 20 from 4:30 p.m. to 5:15 p.m. on Dec. 5 for the Freeport Christmas Parade.

A motion for approval by Glidewell carried 4-0: Tony Anderson-yes; Bill Chapman-yes; Danny Glidewell-yes; Trey Nick-yes.

Request from Jim Busby, owner of business property in the Mossy Head Industrial Park, to purchase an additional acre to expand his business on the easternmost portion of the industrial park.

There was a motion by Anderson to put the required steps into process for county to sell the one-acre property.

The motion was approved 4-0.

Request by Larry Jones, county administrator, to add a full-time administrative clerk to county administration for beach permitting, with the position to be funded from beach permit fees and to be “budget neutral.”

A motion for approval by Glidewell carried 4-0.

Request on behalf of SOM1101, L.L.C., doing business as WildStar Networks, contractor for installation of the network for the Walton County Community Broadband Project, for permission to install broadband towers on four county-owned parcels.

A motion for approval by Anderson carried 4-0.

Request by Jones to award, approve, and authorize the BCC chairman to sign a $3,933,406 contract for the CR-0605 Roadway Improvements Project with the lowest responsive, responsible bidder, C.W. Roberts.

The project includes resurfacing and widening along approximately 6. 6 miles of existing roadway from CR-2 to U.S. 331, paving of shoulders, minor drainage improvements, mailbox replacement, erosion control, and pavement markings. Funding is through the state Department of Transportation as part of the Small County Road Assistance Program (SCRAP).

A motion for approval by Glidewell carried 4-0.

Request by Jay Tusa, Walton County Tourist Development Council (TDC) executive director, for approval to award, approve and authorize the BCC chairman to sign $478,136 contract with Custom Built Marine for reconstruction of the existing Santa Clara Regional Beach Access with the unit price of $185 per cubic yard for replacement of additional sand if required in connection with the state Department of Environmental Protection (DEP) permit. Project cost is to be funded through the TDC budget.

A motion for approval by Anderson carried 4-0.

Request by Tusa for approval of a resolution establishing the beginning date for the levy of the newly-enacted North Walton Tourist Development Tax (March 1, 2021).

A motion for approval by Glidewell carried 4-0.

Public hearing to consider a resolution for use of the uniform method of collecting non-ad valorem special assessments which would provide for municipal service benefit units (MSBUs) to be established if needed and for existing MSBUs to move forward.

A motion for approval by Glidewell carried 4-0.

Request by Walton County Attorney Sidney Noyes regarding a property owner’s request to donate a 0.46-acre parcel in Oakwood Hills to the county.

Approved 4-0 was a motion to approve the parcel donation, with a dedication to be brought before the BCC at a later date.

Second and final reading of proposed Walton County Land Development Code (LDC) Amendment to Chapter 1, providing for a special magistrate to be given the same decision-making status as the Walton County Code Enforcement Board. The amendment was in connection with BCC direction to use a special magistrate for hearing of code cases involving the Villa Tasso community, where a project is underway to clean up junk, debris, and inoperable vehicles from yards and right-of-ways.

A motion for approval by Glidewell carried 4-0.

Request by Mac Carpenter, county planning and development services director, for approval of an amendment to Walton County’s agreement with the Hand, Arendall and Sale law firm. This is the agreement by which the law firm provides a board attorney for the Walton County Zoning Board of Adjustment. The amendment was to provide for expansion of the scope of services to allow attorney Hayward Dykes to serve as special magistrate for Walton County Code Enforcement (as approved in the previous amendment).

A motion for approval by Glidewell carried 4-0.

Second and final reading of Land Development Code Amendment to Chapter 6, would revise Chapter 6 of the LDC to remove the requirement for all projects located within the U.S. 98/U.S. 331 South Scenic Corridor to be automatically considered as major developments.

A motion for approval by Anderson carried 4-0.

Request by Carpenter for adoption of Comprehensive Plan Amendment to the Bay-Walton Sector Plan, a proposed amendment to the Future Land Use Element of the Walton County Comprehensive Plan to remove Bay County land use categories and create consistency with the LDC and Detailed Specific Area Plan (DSAP) 1 of the sector plan, also removing the requirement for a St. Joe Company representative on the Okaloosa-Walton Transportation Planning Organization Technical Review Committee. The amendments had previously been approved for transmittal to state agencies for review and had been brought back to the BCC for final adoption.

A motion for approval by Glidewell carried 4-0.

Removed from the agenda due to complete information not having been provided was one agenda item, an offer concerning a 3.23-acre parcel at the Mossy Head Industrial Park.
