“High Impact Teachers” honored at Walton County School Board Meeting

On Tuesday, March 27, at 5 p.m. the Walton County School Board held a regular
meeting at the South Walton High School Media Center. The first item of business, under Opening Agenda Items — Announcements, was a recognition of high impact teachers.
This item was presented by Walton County School District (WCSD) Superintendent Russell Hughes. As Hughes called out the teachers’ names, said teachers came to the front of the room to receive a certificate given to them by Board Chair Kim Kirby. These teachers have been recognized by the Florida Department of Education as High Impact Teachers. After analyzing student performance on statewide standardized assessments, they found that these teachers had a significant positive impact on student learning growth.
From Emerald Coast Middle School: Nina Borthwick, 7th grade math; Connie Morreale, 7th grade language arts; Deborah Shost, 6th grade math; Christine Solomon, 6th grade language arts; and Brandy Wesson, language arts and social studies. From Seaside Neighborhood School: Dana Ackridge, 6th grade advanced math, 7th grade math, 8th grade math and intensive math; Sandra Goulding, special education; Joy Robbins, language arts; and Charlotte Sause, language arts. From Van R. Butler Elementary School — Lydia Cochran, 4th grade. From South Walton High School — Angela Reilly.
After the approval of the agenda and minutes the meeting entered discussion for Consent
Agenda items — Finance. There were three items for financial consent, the first seeking approval for a purchase order exceeding $25,000 by Anixter – Jacksonville — Dune Lakes Elementary School. The request’s dollar amount is $246, 569.94 with the total sales tax savings being $14, 844.20. The description via the Purchase Order Request Form for this query reads, “Furnish F.O.B jobsite all plant and equipment, warranties and guarantees, certification, and technical services necessary to manufacture, supply and deliver all telecommunications equipment and cabling as specified in the Contract Documents prepared by DAG Architects Inc. for construction of the WCSD New Elementary School South in accordance with the terms and conditions as agreed to between ASSG and your bid data as of 2/ 13/ 2018.” The motion carried for the approval to Generate Purchase Order to Anixter-Jacksonville.
The second item was also a purchase request exceeding $25,000. The requested
action was to approve the services agreement between the School Board of Walton County, Fla. to provide one week of Good to Great professional learning and ongoing follow-up support throughout the 17-18 school year for all MSE ELA Teachers. A summary of explanation and background provided on the request form reads, “TNTP will provide one week of Good to Great professional learning for all 3rd – 5th MSE ELA teachers in October 2017. Additionally, they will provide one week of Good to Great teaching professional learning for all K-2 MSE ELA teachers in January 2018. As a follow-up, support for each grade level and the administrative team every six weeks either on-site or virtually through May 2018. These efforts are part of a comprehensive approach to increase learning outcomes for all MSE students.” The financial impact for this endeavor is $90,000 and budgeted through UniSIG Federal Grant. The motion carried for the approval to Generate Purchase Order to Anixter-Jacksonville.
The final item under Finance for the Consent Agenda was another purchase order exceeding $25,000. The requested action was to Generate Purchase Order to PC Solutions & Integration, Inc. for the amount of $49,837.50. The summary explanation and background on the request for is stated as, “Renewal Support for FORTINET HARDWARE & ANALYZER”. The previous annual cost for the hardware was $56,796.00. For 2018 the annual cost will be $49,837.50. A savings of $6,960.50. The motion carried to approve.
Consent Agenda — Transportation. There were eight items under Transportation in the
Consent Agenda seeking approval. 1) Approval of WCSD Academic Team to travel to Orlando, FL April 18-22 for the Commissioner’s Academic Challenge at Disney World. 2) Approval of Freeport High School Key Club to Travel to Orlando, Florida on April 4-8, 2018 to Attend the 80th District Education and Leadership Conference. 3) Approval of Paxton High School AP Students to Travel to Orlando, Florida on May 11-13, 2018 to Visit Sea World . 4)Approval of Paxton High School to Travel to Valdosta, Ga. on April 6, 2018 to Tour Valdosta State University and Complete a Science Lesson at Wild Adventures Theme Park. 5) Approval of Paxton High School Key Club to Travel to Orlando, Fla. on April 4-8, 2018 to Attend the 80th District Education and Leadership Conference. 6) Approval of South Walton High School AVID Student to Travel to Tallahassee, Fla. on April 24, 2018 to Visit Florida State University. 7) Approval of South Walton High School AVID Students to Travel to Troy, Ala. on April 13, 2018 to Tour Troy State University. 8) Approval of Walton High School Key Club to travel to Orlando, Florida on April 5-8, 2018 to Attend the 80th District Education and Leadership Conference. All transportation requests were approved.
The meeting then moved on to Action Agenda Items. There were three items of
discussion for Action Agenda — Agreements/Contracts. 1) Approval of Northwest Florida State College (NWFSC) Partnership. The School Board of Walton County is requested to approve the teacher of education partnership agreement between the School Board of Walton County and NWFSC. The purpose of this agreement is to provide educational experiences for NWFSC students enrolled in lower divisions teacher education classes and in the teacher baccalaureate program. 2) Approval to Terminate Independent Contractor(s). 3) Approval of Instruction Partners Agreement. All items under Action — Agreements/Contracts were given School Board approval. Action Agenda Items — Executive Financial Summaries. This item passed without discussion. Action Agenda Items — Personnel. For this item the Board reviewed new-hire personnel recommendations and the personnel addendum. These items were approved.
Moving on to Action Items — Facilities/Construction. For this portion of the meeting the
Board approved of the 2017-2018 Fire Inspection Reports and granted approval of deductive Change Order #4 to Childers Construction Company for Dune Lakes Elementary School in the amount of $637, 905.61. An update was also provided on the status of construction for Dune Lakes Elementary School and the new South Walton High School (SWHS). For SWHS a presentation showed those attending current progress and an overall idea of what the school should look like once construction is complete via powerpoint. The Board expressed that they were impressed with the overall plan and progress for the construction and that they were looking forward to seeing further progress in the future.
Action Agenda — Administration. First under “Administration” was the approval of the
2018 Summer VPK Calendar. The VPK program will be offered in the summer based on summer enrollment. The program will be 300 hours long in the summer. The 2018 Summer VPK Calendar was approved. Second under “Administration” for the Action Agenda was the Approval of Payment to Florida School Boards Association (FSBA) for the 2018-2019 Annual Dues for the dollar amount of $13,000. The motion carried to approve. With no public comments or words from the Board, Attorney, Chair or Superintendent the meeting was adjourned.
