Beach Activities Municipal Code

You are hereby notified that the Walton County Board of County Commissioners will hold a workshop on Wednesday, October 18, 2017 at 3:00 p.m. or soon thereafter. The meeting will be held at the South Walton Courthouse Annex located at 31 Coastal Center Blvd., Santa Rosa Beach FL.

The purpose of this meeting is to discuss beach management and possible revisions to the municipal codes that regulates beach activities. The workshop will include a presentation of the 2017 Beach Code Enforcement Activity Report and a public comment period.

We encourage you to attend this meeting in order have a better understanding of the current beach vending ordinance and to provide input for possible revisions to the beach vending ordinance.

PUBLIC NOTICE

The Walton County Environmental Department will be hosting the Second Coastal Dune Lakes Environmental Assessment Stakeholders meeting on Thursday, October 19, 2017 from 1:00-3:00 PM at the District Five Commissioner’s Meeting Room, 70 Logan Lane in Santa Rosa Beach, Florida.

The Coastal Dune Lakes (CDL) provide the County and its residents a unique environmental resource for recreational and residential activities. The County seeks to carefully balance human activities with impacts to the CDLs. The consulting team of Jones Edmunds & Associates, Inc., Janicki Environmental, Inc., and Frydenborg Ecologic, LLC will be conducting a study of potential human impacts on CDL ecosystems. The study will examine and report on the degree of current impact to the CDLs and how future land use changes could impact the lakes. This will be the first of three stakeholder meetings to be held as part of the study. The stakeholder meetings are intended to share project findings and solicit feedback from stakeholders.

Two or more Walton County Commissioners may attend. These meetings are open to the public.

In accordance with Section 286.26, Florida Statutes, whenever any board or commissioner of any state agency or authority, or of any agency or authority of any county, municipal corporation, or other political subdivision, which has scheduled a meeting at which official acts are to be taken receives, at least 48 hours prior to the meeting, a written request by a physically handicapped person to attend the meeting, directed to the chairperson or director of such board, commission, agency, or authority, such chairperson or director shall provide a manner by which such person may attend the meeting at its scheduled site or reschedule the meeting to a site which would be accessible to such person.

In accordance with Section 286.0105, Florida Statutes, all persons are advised that, if a person decides to appeal any decision made by the board, agency, or commission with respect to any matter considered at such meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

PUBLIC HEARING NOTICE

The Walton County Zoning Board of Adjustment will hold their regular public hearing on Thursday, October 26, 2017 at 6:00 P.M. at the South Walton Courthouse Annex in Santa Rosa Beach, Florida 32459. The following items are scheduled for review and action:

​Haddad Variance – Request to approve by final order.  Project number VAR17-000004 is being reviewed by Tim Brown.  This is a variance application submitted by Suzan A. Haddad, on behalf of Yowceph Haddad, requesting to reduce the rear yard setback from 15’ to 5’ for a pool on +/- 0.125 acres with a future land use of Coastal Center.  The project is located at 55 Secret Harbor Drive and is identified by parcel number(s) 30-2S-21-42790-00C-0380.

Huckaby Variance – Request to approve by final order.  Project number VAR17-000005 is being reviewed by Bob Baronti.  This is a variance application submitted by Mickey Whitaker, on behalf of William J. Huckaby, requesting to add a ground floor garage restroom on +/- 0.23 acres with a future land use of Residential Preservation.  The project is located on Savelle Drive in Gulf Trace Subdivision and is identified by parcel number(s) 08-3S-19-25040-00D-0110.

Kaiya Strand Minor Development Order Appeal – Project number VAR17-000003 is being reviewed by Mac Carpenter, AICP, Director. Mitchell Brothers and Edward M. Mitchell are appealing the Final Development Order for the Kaiya PUD The Strand (17-00100089) suggesting unspecified errors were made in the approval by the County.

The Zoning Board of Adjustment will make a final determination to grant a variance, deny a variance, uphold the director’s decision, overturn the director’s decision, or continue to a later date. Any agenda item that is tabled will be scheduled for a future Zoning Board of Adjustment meeting. The applicant/petitioner may appeal the decision of this board to the Circuit Court of Walton County.
Proposed agenda items may be inspected by the public from 7:00 AM to 5:30 PM, Monday through Friday at Walton County Planning and Development Services located at 31 Coastal Center Blvd, Suite 100, Santa Rosa Beach, FL 32549 or 47 North 6th Street, DeFuniak Springs, FL 32435.
Interested parties may appear at the public hearing and be heard with respect to the proposed agenda items.
