Motion by Scott Brannon for adoption of EMS week in Walton County as May 19-23.
The motion was approved unanimously: Scott Brannon-yes; Sara Comander-yes; Cecelia Jones-yes; Larry Jones-yes; Kenneth Pridgen-yes.
Request by Ronnie Bell, county administrator, for permission to enter into agreements with the state Department of Transportation (DOT) on two projects financed by the federal stimulus package, the resurfacing of CR-30A and the Big Redfish Lake pedestrian bridge, conditional on legal department approval and with a waiver of the local vendor preference in order to comply with federal requirements.
A motion for approval by Pridgen carried unanimously.
Presentation by Bell of a proposed agreement between Walton County and John King, consisting of the county providing labor and materials to extend Goldsby Road to Las Robles Grande Drive and maintaining Goldsby Road as a public roadway, and King paying the county $3,000, removing landscaped vegetation from the right-of-way to be extended, and waiving any possible injury and damage claims he may have against the county in connection with the agreement.
A motion by Brannon for approval of the agreement carried unanimously.
Request by Lyle Seigler, county public works director, for approval to set up a capital improvement program account for Lakeview Circle, using $75,000 from deobligated and completed projects, in order to provide for road improvements.
A motion for approval by Pridgen carried unanimously.
Request by Bell for award of $237,940 low bid to Tractor and Equipment for purchase of one wheel loader.
A motion for approval by L. Jones carried unanimously.
Request by Bell for award of $90,895 low bid to Pensacola Tractor for purchase of two 4×4 tractors with boom mowers.
A motion for approval by C. Jones carried unanimously.
Request by Bell for acceptance of all Driftwood drainage easements by the county, and permission to construct drainage improvements for the northwest outfall, along with the addition of sovereign immunity language to the easement dedications.
A motion for approval by C. Jones carried unanimously.
Request by Bell for authorization to collect on the Arrow Westdale L.L.C. Partnership letter of credit for the Tuscana subdivision in the amount of $41,827.50, if the letter is not extended before the May 24 expiration date.
A motion for approval by Brannon carried unanimously.
Request by Siegler for approval of an $18,742 change order on the Mack Bayou and Gulfview Heights pedestrian path.
A motion for approval by Pridgen carried unanimously.
Request on behalf of the Children’s Volunteer Health Network (CVHN) for the county to perform routine maintenance on the organization’s mobile dental clinic bus, with CVHN to provide reimbursement for parts.
A motion for approval by Pridgen carried unanimously.
Recommendation by Bell to terminate contract, expiring July 26, with McKnight’s Lawn Service, for maintenance services on the Government and Education Center paths, multi-use paths located in south Walton County, and U.S. 98 medians, with prison inmates and public works staff to take over this work in the interest of cost-saving.
A motion by L. Jones to allow termination of the contract carried unanimously.
Request by Bell for authorization to apply for a state permit to restore the Boushy property on Oyster Lake to its condition prior to sand being washed away when the county, with the owners’ permission, dug a trench across the property to lower the lake level.
A motion for approval by L. Jones carried unanimously.
Request by Bell for county acceptance of the Darlington Community Center deed from the Darlington Community Center Association, a dissolved not-for-profit corporation.
A motion for approval by Pridgen carried unanimously.
Request by Bill Wyrough and Philip Fleet for approval to send out a second ballot to homeowners for creation of a Beachview Heights MSBU, with the subdivision homeowners association to fund costs associated with the ballot.
A motion for approval by Brannon carried unanimously.
Second public hearing on proposed revision to the county parks and recreation ordinance, providing that prior permission and payment of appropriate fee will be required in order for any county park to be used for purposes of financial gain.
A motion by Brannon for approval of the proposed change carried unanimously.
Second public hearing on resolution setting fees in connection with the above change, including, for sporting fields, a $100 refundable clean-up fee, $125 per day for use of one field, $230 per day for use of two fields, and $300 per day for use of three fields.  Fees for use of community centers were proposed at $50 for less than four hours’ use and $75 for four hours’ or more use, in both cases to include a $25 refundable clean-up fee.

Request by Liz McLeod for approval of a Leadership Walton “Adopt a County Road” program.
A motion for approval by Pridgen carried unanimously.
Request by Sonny Mares, South Walton Tourist Development Council (TDC) executive director, for approval of a half-percent increase in the bed tax collected on rental of short-term accommodations in south Walton County, with the following conditions: the increase would begin October 1, 2009; the resulting funds would be escrowed for the specific purpose of promoting the area as a fly-to destination; and the increase would sunset at the end of a five-year period.
A motion for approval by L. Jones carried unanimously.
Request by Fred Fox for approval of a resolution authorizing submission of an application for a block grant to construct a lift station and 4,200 feet of sewer force main in order to provide the Florida Transformer facility with sewer service.
A motion for approval by Pridgen carried unanimously.
Request and motion by Pridgen to amend Resolution 2002-05 by adding the same language found in the Walton County Land Development Code and allow county preservation funds to be used for purchase of open space property.
The motion was approved unanimously.
Additonal request and motion by Pridgen to allocate funds in the county preservation fund account ($676,766) to purchase of the Natural Bridge property in north central Walton County, with grant funds to be sought in connection with the purchase and preservation funds to be reimbursed once those grant funds had been received.
The motion was approved unanimously.
