2. QUASI-JUDICIAL ITEMS:

3. HOWELL ABANDONMENT – Project number 07-008-00003. This is an abandonment application submitted by William Howell, requesting the abandonment of the south 13 feet of the 33-foot access right of way extending 50 feet along the northern portion of parcel number 36-3S-18-16100-000-1312. The site is located on the south side of Winston Lane, approximately 514 feet south of Walton Rose Lane.
4. MACK BAYOU OFFICE BUILDING – Project number 09-001-00012. This is a major development order application submitted by Jenkins Engineering, Inc., consisting of re-development of an existing structure on .517 acres with a future land use of NPA/infill. The site is on Mack Bayou Road, approximately .8 mile north of U.S. 98 (parcel number 25-2S-21-42350-000-0120).

5. BOYS & GIRLS CLUB MASTER PLAN – Project number 09-001-00002. This is a major development order application submitted by Jenkins Engineering, consisting of a master plan from the Developers Agreement between the Boys and Girls Club of the Emerald Coast and Walton County. The first phase includes two (2) buildings totaling 55,000 square feet for civic and recreational purposes, with office spaces included. The second phase includes three (3) soccer fields. The development site is on 32.02 acres with a future land use of Town Center 1. The site is located directly adjacent to the South Walton Coastal Branch Library, approximately 500 yards northwest of the South Walton Courthouse Annex (parcel numbers 30-2S-19-24000-019-0000 and 30-2S-19-24000-020-0000).

The Planning Commission will make a recommendation to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any agenda item that is tabled will be scheduled for a future Planning Commission meeting and will not go forward to the Board of County Commissioners until the Planning Commission makes a recommendation.

The Walton County Code Enforcement Board will hold their regular meeting on May 21, 2009 beginning at 6:00 p.m. to be held at the South Walton Courthouse Annex.

In accordance with Section 286.26, Florida Statutes, whenever any board or commissioner of any state agency or authority, or of any agency or authority of any county, municipal corporation, or other political subdivision, which has scheduled a meeting at which official acts are to be taken receives, at least 48 hours prior to the meeting, a written request by a physically handicapped person to attend the meeting, directed to the chairperson or director of such board, commission, agency, or authority, such chairperson or director shall provide a manner by which such person may attend the meeting at its scheduled site or reschedule the meeting to a site which would be accessible to such person.

WALTON COUNTY HAS BEEN AWARDED FEDERAL FUNDS THROUGH THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) FOR THE EMERGENCY FOOD AND SHELTER NATIONAL BOARD PROGRAM.

Walton County has been chosen to receive $15,219 to supplement Emergency Food and Shelter programs in the county. These funds have been made available through the American Recovery and Reinvestment Act of 2009 (ARRA).

The selection was made by a National Board that is chaired by the U.S. Department of Homeland Security’s Federal Emergency Management Agency and consists of representatives from American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the U.S.A.; The Salvation Army; United Jewish Communities, and, United Way of America. The Local Board was charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in high-need areas around the country.

A Local Board made up of Catholic Charities, Community Action Agency, Church Organizations, Food Bank, Government Agency, Homeless Advocate, Salvation Army, United Way, etc., will determine how the funds awarded to Walton County are to be distributed among emergency food and shelter programs run by local service agencies in the area. The Local Board is responsible for recommending agencies to receive these funds made available through the ARRA.

Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be private voluntary non-profits or units of government; 2) have an accounting system, 3) practice nondiscrimination, 4) have demonstrated the capability to deliver emergency food and/or shelter programs, and 5) if they are a private voluntary organization, they must have a voluntary board. Qualifying agencies are urged to apply.
