Walton County Board of County Commissioners (BCC)
April 28 regular meeting

A yes vote was to approve the motion.
Proposal by Sara Comander to hire a special master to review issues in the Driftwood Estates subdivision and recommend a course of action to the BCC regarding those issues.
Motion by C. Jones for approval of the proposal. The motion was approved 3-0: Brannon-abstain; Comander-yes; Cecelia Jones-yes; Larry Jones-abstain; Pridgen-yes.
Request by Bell for approval of $44,650 low bid from Escambia Roof Master, plus $5,775 alternate for vapor barrier, to replace Walton County Emergency Operations Center roof, a budgeted expenditure.
A motion for approval by C. Jones carried unanimously.
Request by Bell for approval of a resolution to execute the joint participation agreement between Walton County and the Florida Department of Transportation (DOT) providing for the widening of U.S. 331 between Owl’s Head Road and Edgewood Circle, along with a request for authorization to negotiate a time frame with DOT.
A motion for approval by L. Jones carried unanimously.
Request by the YMCA for renewal of contract to provide management services for the Freeport Swimming Pool from June 2009-June 2010, at a cost of $45,520, a budgeted expense and a $2,263 reduction from the current year’s cost.
A motion for approval by Pridgen carried unanimously.
Request by Walton County Sheriff Mike Adkinson to take over and combine day-to-day operation and management of the Walton County Office of Emergency Management, along with the E-911 program now under that county office, joint public safety dispatch, all disaster and emergency preparations, response and recovery operations, plus the responsibilities outlined in Chapter 252 of Florida Statutes, a section dealing with emergency management.
A motion by L. Jones for conceptual approval of the proposal and direction to staff to finalize the plans for consideration of the BCC, carried unanimously.
Recommendation by Pat Blackshear of Walton County Planning and Development Services for removal from agenda and readvertising of the proposed mining ordinance if significant changes are to be made to the ordinance.
Motion by C. Jones to remove and readvertise the item carried unanimously.
Request by Dr. Tim Hamond on behalf of Christian International Church for letter of support for the church’s application for Rural Development Section 528 funding to provide a 98-unit affordable housing development on 44 acres on the north side of U.S. 98 across from the church.
A motion by Pridgen to approve the letter of support carried unanimously.
Request by Blackshear to schedule a final decision on the proposed EAR-based amendments for the BCC regular meeting on May 26.
A motion by Pridgen to approve that request carried unanimously.
Request by Greg Goodwin Construction for approval of Owens Mini Warehouse and Office Complex, consisting of a 5,967-square-foot office building, two warehouse buildings totaling 7,000 square feet, and 380 mini-storage units totaling 51,500 square feet, to be constructed on a 4.01-acres site at 26 Site C-6 Road on the northeast corner of that road’s intersection with SR-20.
A motion for conditional approval by L. Jones carried unanimously.
Request by Porterfield Engineering for approval of a commercial recreational vehicle park on a 71.08-acre site on McDaniel’s Fishcamp Road.
A motion by Brannon for conditional approval carried unanimously.
Request by Jason Daniel for approval of Whispering Shores, to consist of 17 single-family lots on a 4.47-acre parcel at 40 Whisper Lane near Live Oak Point.
A motion by Brannon for conditional approval carried unanimously.
Request by Ed Stanford, engineering representative, for approval of Sawyer Commercial PUD, to consist of the refurbishing of an existing structure and construction of a 70,544-square-foot hotel in two phases on a 5.67-acre site at 11610 U.S. 98 West, near the Bay Bridge Landing subdivision.
Motion by Brannon to request DOT to put a traffic signal at the Four Shore and U.S. 98 intersection near the proposed development.
The motion was approved unanimously.
A motion by Jones for conditional approval of the PUD also carried unanimously.
