QUASI-JUDICIAL ITEMS:

5. WHISPERING SHORES – Project number 07-001-00095. This is a major development application submitted by Jason Daniel, requesting approval for 17 single-family lots on 4.47 acres with a future land use of NPA-infill. The site is at 40 Whisper Lane (parcels numbers 10-2S-20-33000-002-0010, 10-2S-20-33000-002-0020, 10-2S-20-33000-002-0040, 10-2S-20-33000-0050, 10-2S-20-33000-002-0060, 10-2S-20-33000-002-007A, 10-2S-20-33000-002-0070, and 10-2S-20-33000-002-0080).

6. SAWYER COMMERCIAL PUD F/K/A SAWYER COMMERCIAL – Project number 07-001-00028. This is a major development application submitted by North Florida Capital, LLC, requesting conceptual approval of a commercial planned unit development. The applicant proposes to refurbish an existing structure and build 70,544 square feet of hotel in two phases on 5.67 acres with a future land use of coastal center. The site is at 11610 U.S. Highway 98 West (parcel numbers 29-2S-21-42000-003-00A0 and 29-2S-21-42000-003-00B0).

7. VILLAS AT INLET BEACH PUD – Project number 08-001-00068. This is a major development application submitted by Century Bank, requesting an amendment to an existing development order. The applicant is requesting to limit height and adjust setbacks. The site is at 246 Winston Lane (parcel numbers 36-3S-18-16115-000-0010, 36-3S-18-16115-000-0030, 36-3S-18-16115-000-0040, 36-3S-18-16115-000-0050, 36-3S-18-16115-000-0060, 36-3S-18-16115-000-0070, 36-3S-18-16115-000-0080, 36-3S-18-16115-000-0090, 36-3S-18-16115-000-0100, 36-3S-18-16115-000-0110).

8. HOWELL ABANDONMENT – Project number 07-008-00003. This is an abandonment application submitted by William Howell, requesting the abandonment of the south 13 feet of the 33-foot access right of way extending 50 feet along the northern portion of parcel number 36-3S-18-16100-000-1312. The site is located on the south side of Winston Lane, approximately 514 feet south of Walton Rose Lane.

9. OWENS MINI WAREHOUSE & OFFICE COMPLEX – Project number 08-001-00069. This is a major development order application submitted by Greg Goodwin Construction requesting approval for a 5,967 square foot office building, 2 warehouse buildings totaling 7,000 square feet, 380 mini-storage units totaling 51,500 square feet, for a total of 64,467 square feet of commercial use on approximately 4.01 acres with a future land use of commercial. This site is at 26 Site C-6 Road, on the northeast corner of the intersection with Highway 20 (parcel number 12-1S-20-32000-067-0000).

10. MCDANIEL’S FISHCAMP A/K/A RVC USA FREEPORT – Project number 08-001-00064. This is a major development order application submitted by Porterfield Engineering, Inc. proposing to develop a commercial recreational vehicle park on 71.08 acres with a future land use of rural village. The site is on McDaniel’s Fishcamp Road (parcel numbers 02-2S-19-24000-034-0030 and 02-2S-19-24000-034-0040).

The Planning Commission will make a recommendation to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any agenda item that is tabled will be scheduled for a future Planning Commission meeting and will not go forward to the Board of County Commissioners until the Planning Commission makes a recommendation.

In accordance with Section 286.26, Florida Statutes, whenever any board or commissioner of any state agency or authority, or of any agency or authority of any county, municipal corporation, or other political subdivision, which has scheduled a meeting at which official acts are to be taken receives, at least 48 hours prior to the meeting, a written request by a physically handicapped person to attend the meeting, directed to the chairperson or director of such board, commission, agency, or authority, such chairperson or director shall provide a manner by which such person may attend the meeting at its scheduled site or reschedule the meeting to a site which would be accessible to such person.

NOTICE OF INTENT OF THE SCHOOL BOARD OF WALTON COUNTY,
FLORIDA TO AMEND AN EXISTING RULE

The School Board of Walton County, Florida, hereby gives notice of its intent to adopt an amendment to existing School Board Rule 7.70, which is titled Purchasing and Bidding, pursuant to the procedures set forth in the Administrative Procedures Act.

PURPOSE AND EFFECT: The purpose and effect of the amendment to the rule is to change monetary value of goods and services the Superintendent can purchase without School Board approval.

SUMMARY: The proposed amendment would reduce the monetary value of goods and services the Superintendent can purchase without School Board approval from Twenty-five Thousand Dollars ($25,000.00) to Ten Thousand Dollars ($10,000.00).

LEGAL AUTHORITY: The adoption of the amendment to the rule is authorized by Section 1001.41(2), Florida Statutes, and the law implemented is Section 1001.42, Florida Statutes.

ECONOMIC IMPACT: The amendment to the rule will not result in any additional costs to the School Board. There has been no agency statement of estimated regulatory costs prepared.

A public hearing will be held by the School Board of Walton County, Florida, at 5:15 o’clock p.m. during the regular board meeting on May 5th, 2009, in the Board Room at the Tivoli Administrative Complex, 145 Park Street, DeFuniak Springs, Florida, for the purpose of considering adoption of the amendment to School Board Rule 7.70. Any interested person may appear at the hearing and present evidence and argument and be heard concerning the adoption of the proposed amendment. Immediately following the public hearing the School Board of Walton County, Florida will consider final action to adopt the proposed amendment.

The entire text of the proposed amendment is on file and available for inspection during regular office hours at the office of the Superintendent of Schools, Walton County, Florida, which office is located at 145 Park Street, Suite 3, DeFuniak Springs, Florida. Copies of the proposed amendment is available to the public at the Superintendent’s office.

If a person decides to appeal any decision made by the School Board with respect to any matter considered at such meeting or hearing, such person will need a record  of the proceedings, and for such purpose, such person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

The School Board of Walton County does not discriminate upon the basis of any individual’s disability status. NOTICE OF PUBLIC WORKSHOP

The Walton County Board of County Commissioners will hold a public meeting to hear the following items on Tuesday, April 7, 2009, beginning at 8:30 a.m. at the South Walton County Courthouse Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach, Florida 32459:

LEGISLATIVE ITEMS:

A workshop to consider the EAR-based amendments to the Future Land Use Element of the Walton County Comprehensive Plan. This workshop is to review the proposed land use categories for conceptual approval.

The Planning Commission will make a recommendation to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any agenda item that is tabled will be scheduled for a future Planning Commission meeting and will not go forward to the Board of County Commissioners until the Planning Commission makes a recommendation.

In accordance with Section 286.26, Florida Statutes, whenever any board or commissioner of any state agency or authority, or of any agency or authority of any county, municipal corporation, or other political subdivision, which has scheduled a meeting at which official acts are to be taken receives, at least 48 hours prior to the meeting, a written request by a physically handicapped person to attend the meeting, directed to the chairperson or director of such board, commission, agency, or authority, such chairperson or director shall provide a manner by which such person may attend the meeting at its scheduled site or reschedule the meeting to a site which would be accessible to such person.

PUBLIC HEARING NOTICE

The Walton County Technical Review Committee will hold a public hearing on Wednesday, April 15, 2009 at 8:30 am at the South Walton Courthouse Annex in Santa Rosa Beach, FL 32459. The following items are scheduled for review and action:

1. TOPSAIL WEST CONCEPTUAL PUD – Project number 09-001-00011. This is a major development order application submitted by St. Joe Co., consisting of 31 mixed-use buildings including 308,300 square feet of retail, 5,000 square feet of office space, 190 senior living units, 110 assisted living units, and 310 multi-family units on 119.785 acres, which are variously designated as TC-2 and VMU. The site is on the northwest corner of the U.S. 98 and C.R.30A intersection (parcel numbers 29-2S-20-33000-011-0010, 29-2S-20-33000-050-0000, and 30-2S-20-33230-000-001A).

2. SEAGROVE BAPTIST CHURCH – Project number 09-001-00006. This is a minor development order application submitted by Scott Jenkins, consisting of a 10,870 square foot church addition on 3.8 acres with a future land use of institutional. The site is at 4915 East C.R. 30A (parcel number 24-3S-19-25030-000-0010).

3. BLACKSTONE GOLF COURSE CLUBHOUSE – Project number 09-001-00010. This is a minor development order application submitted by Bonezzi Development Company, requesting approval of a golf course clubhouse, cart barn, entrance drive and parking on 6.0 acres with a future land use of mixed use/DRI. The site is on the north side of U.S. Highway 90 approximately ½ mile east of the intersection with S.R. 285 (parcel numbers 15-3N-21-37000-002-0000 and 22-3N-21-37000-001-0011).

In accordance with Section 286.26, Florida Statutes, whenever any board of commissioner of any state agency or authority, or of any agency or authority of any county, municipal corporation, or other political subdivision, which has scheduled a meeting at which official acts are to be taken receives, at least 48 hours prior to the meeting, a written request by a physically handicapped person to attend the meeting directed to the chairperson or director of such board, commission, agency, or authority, such chairperson or director shall provide a manner by which such person may attend the meeting at its scheduled site or reschedule the meeting to a site which would be accessible to such person.

8. MINING ORDINANCE – An ordinance of Walton County, Florida amending the Walton County Land Development Code to add Chapter 16, mining regulations; providing for definitions, specifying design and operational standards for mines, procedures for approval of mines, providing fees; providing procedures for the determination of vested rights; providing for judicial review for the specific matters addressed herein; providing for conflict with other ordinances; providing for severability; and providing an effective date.

QUASI-JUDICIAL ITEMS:

9. WALTON COUNTY APARTMENTS PUD – Project number 08-001-00055. This is a major development order application submitted by Connelly & Wicker, Inc., requesting conceptual approval of 261 multifamily rental units within 9 buildings and 7,700 square feet for office/bank use on 46.27 +/- acres with a future land use of small neighborhood. 10. HOLLOW LAKE – Project number 07-001-00075. This is a major development order application submitted by Emerald Coast Associates, consisting of 171 single family units and 77 multi-family units on 169.57 acres with a future land use of NBNPA/mixed use residential. The site is at 3411 C.R. 3280 (parcel numbers 30-1S-18-14000-010-0000 and 30-1S-18-14000-010-0030.)
