Black Creek Landing-project consists of improving the existing boat launch facility and construction of additional parking along the right of way of CR 3280. In addition to the boat launch improvements, a timber dock will be constructed to assist in vessel launch and recovery.

Pt. Washington Boat Ramp-project consists of improving the existing boat launch facility and construction of additional parking area at the end of CR 395 (Pt. Washington Road). In addition to the boat launch improvements, a timber dock will be constructed to assist in vessel launch and recovery and a timber fishing dock will be constructed to the west of the launch facility.

Portland Park Boat Ramp-project consists of improving the existing boat launch facility and construction of additional parking area at the end of Portland Park Road. In addition to the boat launch improvements, a timber fishing dock will be constructed to assist in vessel launch and recovery.

River Road Boat Ramp-project consists of improving the existing boat launch facility River Road. In addition to the boat launch improvements, a timber dock will be constructed to assist in vessel launch and recovery. All existing parking areas will be updated with new lime rock for stabilization.

Ag Building Sewer consists of the installation of approximately 500 linear feet of an 8 inch sewer main, a grinder station, and four manholes. The proposed grinder station shall connect to the City of DeFuniak Springs sewer system along the west side of SR 83 via directional drill. All disturbed areas associated with the proposed improvements shall be sodded.

NOTICE OF PUBLIC HEARING

The Walton County Planning Commission will hold a public meeting on Thursday, March 12, 2009, at the South Walton County Courthouse Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach, Florida 32459, beginning at 3:00 p.m., for a continued workshop on EAR-based amendments, followed by their regularly scheduled meeting at 5:00 p.m., to hear the following items:

LEGISLATIVE ITEMS:

1. DRIVE-THROUGH ORDINANCE – An ordinance amending Chapter 2 of the Walton County Land Development Code; establishing criteria for the development of drive-through facilities in Village Mixed Use Center, Coastal Center Mixed Use, and Commercial land use categories; providing for severability;, and providing an effective date.

2. DEVELOPMENT ORDER EXTENSION ORDINANCE – An ordinance of Walton County, Florida, amending sections 11.01.05.b and 11.01.06.c of the Walton County Land Development Code to extend the time in which minor and major development orders shall remain valid by one year; providing a sunset provision; providing for retroactive effect of the amendment; and providing an effective date.

3. MINING ORDINANCE – An ordinance of Walton County, Florida amending the Walton County Land Development Code to add Chapter 16, mining regulations; providing for definitions, specifying design and operational standards for mines, procedures for approval of mines, providing fees; providing procedures for the determination of vested rights; providing for judicial review for the specific matters addressed herein; providing for conflict with other ordinances; providing for severability; and providing an effective date.

QUASI-JUDICIAL ITEMS:

4. CYBONEY RV PARK ABANDONMENT – Project number 08-008-00005. This is an abandonment application submitted by Robert Somerville. Members of the Cyboney, LLC RV Park and property owners request the abandonment of the Payne Street easement running through the RV Park, going east to west, per Deed Book 143, page 115. If the abandonment is granted, they will dedicate a strip of land approximately 8 feet x 329 feet, on the west side of Government Lot 069, parallel to Professional Place and adjacent to Crystal Village Condominiums to Walton County.

5. PLANTATION SUBDIVISION DEEDED EASEMENT ABANDONMENT – Project number 08-008-00004. This is an abandonment application submitted by Walton County. The Plantation deeded easement abandonment consists of an abandonment of the 50-foot easement on either side of the centerline of the platted roads within Plantation Subdivision recorded in 1978.  The deeded easement is in OR Book 203, page 562, over the 50-foot platted roads in the Plantations Subdivision, per Plat Book 5, Page 22-22a.  This abandonment serves to correct the typographical error, which should have read a 25-foot easement on either side of the centerline of the platted roads within Plantation Subdivision to comprise a 50-foot easement.

6. HOLLOW LAKE – Project number 07-001-00075. This is a major development order application submitted by Emerald Coast Associates, consisting of 171 single family units and 77 multi-family units on 169.57 acres with a future land use of NBNPA/mixed use residential. The site is at 3411 C.R. 3280 (parcel numbers 30-1S-18-14000-010-0000 and 30-1S-18-14000-010-0030.)

7. BLUE MOUNTAIN BEACH (BMB-2) NEIGHBORHOOD PLAN (NP.BMB-2) – AN ORDINANCE AMENDING SECTION 2.03.02 OF THE WALTON COUNTY LAND DEVELOPMENT CODE TO ADOPT THE BLUE MOUNTAIN BEACH (BMB-2) NEIGHBORHOOD PLAN AS AN OVERLAY DISTRICT; ESTABLISHING A DEFINED BOUNDARY; ESTABLISHING THAT THE INTENT OF THE PLAN IS TO PRESERVE THE BLUE MOUNTAIN BEACH CHARACTER, PAST DEVELOPMENT PATTERNS AND LAND USES, AND THE SINGLE FAMILY DWELLING DESIGNATION THAT IT NOW HAS AS A RESIDENTIAL PRESERVATION AREA (RPA) IN THE WALTON COUNTY FUTURE LAND USE MAP (FLUM) SERIES; ESTABLISHING PROVISIONS FOR EXISTING NON-CONFORMING USES, STRUCTURES AND PROPERTIES, MINIMUM AND MAXIMUM LOT SIZES, SETBACKS, BUILD-TO-LINES, LOT COVERAGE, BUILDING HEIGHT, ALLOWABLE DENSITIES AND ACCESSORY STRUCTURES; ESTABLISHING PROVISIONS FOR USE MIX FOR COMMERCIAL AND WORKPLACE BY SIZE AND LOCATION; ESTABLISHING PROVISIONS FOR STREET WIDTHS AND BLOCK SIZES, PARKING REQUIREMENTS, LANDSCAPING; ACCESS AREAS; ESTABLISHING PROVISIONS FOR AMENDMENT; PROVIDING FOR THE INCORPORATION OF THE BLUE MOUNTAIN BEACH (BMB-2) NEIGHBORHOOD PLAN AS APPENDIX NP-3 TO THE WALTON COUNTY LAND DEVELOPMENT CODE; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.

The Planning Commission will make a recommendation to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any agenda item that is tabled will be scheduled for a future Planning Commission meeting and will not go forward to the Board of County Commissioners until the Planning Commission makes a recommendation.

In accordance with Section 286.26, Florida Statutes, whenever any board or commissioner of any state agency or authority, or of any agency or authority of any county, municipal corporation, or other political subdivision, which has scheduled a meeting at which official acts are to be taken receives, at least 48 hours prior to the meeting, a written request by a physically handicapped person to attend the meeting, directed to the chairperson or director of such board, commission, agency, or authority, such chairperson or director shall provide a manner by which such person may attend the meeting at its scheduled site or reschedule the meeting to a site which would be accessible to such person.

PUBLIC HEARING NOTICE

The Walton County Technical Review Committee will hold a public hearing on Wednesday, March 18, 2009 at 8:30 am at the South Walton Courthouse Annex in Santa Rosa Beach, FL 32459. The following items are scheduled for review and action:

1. D & H SAND PIT SPECIAL EXCEPTION – Project number 08-017-00001. This is a special exception application submitted by Emerald Coast Associates, requesting approval of mining sand on 121.7 acres with a future land use of large-scale agriculture. The site is at 760 Sand Plant Road, off Rock Hill Road (parcel number 18-2N-17-05000-004-0020).

2. HOWELL ABANDONMENT – Project number 07-008-00003. This is an abandonment application submitted by William Howell, requesting the abandonment of the south 13 feet of the 33 foot access right of way extending 50 feet along the northern portion of parcel number 36-3S-18-16100-000-1312. The site is located on the south side of Winston Lane, approximately 514 feet south of Walton Rose Lane.

In accordance with Section 286.26, Florida Statutes, whenever any board of commissioner of any state agency or authority, or of any agency or authority of any county, municipal corporation, or other political subdivision, which has scheduled a meeting at which official acts are to be taken receives, at least 48 hours prior to the meeting, a written request by a physically handicapped person to attend the meeting directed to the chairperson or director of such board, commission, agency, or authority, such chairperson or director shall provide a manner by which such person may attend the meeting at its scheduled site or reschedule the meeting to a site which would be accessible to such person.

In accordance with Section 286.0105, Florida Statutes, all persons are advised that, if a person decides to appeal any decision made by the board, agency, or commission with respect to any matter considered at such meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

The Walton County Planning Commission will hold a public meeting to hear the following items on Wednesday, March 18, 2009, beginning at 2:00 p.m. at the South Walton County Courthouse Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach, Florida 32459:

LEGISLATIVE ITEMS:

A workshop to consider the EAR-based amendments to the Walton County Comprehensive Plan. This is a continuation from Thursday, March 12, 2009.

The Planning Commission will make a recommendation to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any agenda item that is tabled will be scheduled for a future Planning Commission meeting and will not go forward to the Board of County Commissioners until the Planning Commission makes a recommendation.
