The Walton County Board of County Commissioners will hold a public hearing on Tuesday, June 11, 2013, at 4:00 p.m. or as soon thereafter as may be heard at the South Walton County  Courthouse Annex, at 31 Coastal Centre Blvd, Santa Rosa Beach, Florida. The following items will be heard:

QUASI-JUDICIAL ITEMS:

Amendment to Sandestin DRI – Project number 13-02200001 is being reviewed by Renee Bradley. This is an application submitted by Carlton & Fields, Inc. This is a request to amend the Sandestin Development of Regional Impact Development Order for parcel 208/308 to change building G formally approved as hotel (commercial), to multifamily apartments (residential). This proposed change is assumed to be a non-substantial deviation according to the criteria of Florida Statutes 380.06 (19) E2 k.  The project is located in Grand Boulevard and is identified by parcel number(s) 26-2s-21-42000-001-0050, 26-2s-21-42000-001-0110, 26-2s-21-42000-001-0111.

Settlement and Forbearance Agreement and an Addendum to Settlement and Forbearance Agreement in the matter of Avalon Dunes Condominium Owners Association, Inc. v. Walton County Board of County Commissioners, et al., Walton County Case No. 2012-CA-744, and the approval of a Revised Site Plan pursuant thereto.  The Settlement and Forbearance Agreement relates to Walton County’s issuance of a development order on July 2, 2012, to Bonezzi Development Company for a proposed restaurant to be located on Scenic Gulf Drive (Old Highway 98) on Parcel Numbers 33-2S-21-42170-014-0010, 33-2S-21-42170-013-0010, and 33-2S-21-42170-014-0011 in Walton County, Florida.  The Settlement and Forbearance Agreement and the Revised Site Plan proposed thereunder would reduce the size of, and impose certain restrictions upon, the previously-approved restaurant to resolve the above-referenced lawsuit.  Copies of the Settlement and Forbearance Agreement, Addendum to Settlement and Forbearance Agreement, proposed Revised Site Plan, and this Notice may be reviewed in the County Administrator’s Office, 76 North 6th Street, DeFuniak Springs, Florida, during normal business hours.

Request Vested Rights Determination– Gregory and Carla Hard are requesting a determination of vested rights for commercial activities held on their property.  The site is at 100 East CR 30A, east of CR 283 South (parcel numbers 08-3S-19-25200-00B-0010 and 08-3s-19-25200-00B-0020).

Uptown Plaza – Project number 13-00100003 being reviewed by Brian Underwood.  This is a major development order application submitted by Barnhill, Barnhill, Barnhill, LLC, requesting approval to develop a tavern and restaurant commercial center within three buildings containing a total of 5,775 square feet.  The project will include a 2,100 square foot cigar and tavern social club, 2,625 square foot café, and 1,050 square foot restaurant.  The project, consisting of 1.60 acres with a future land use of Coastal Center, is located on U.S. Highway 98 approximately 1,115 feet east of the intersection of U.S. 98 and North Holiday Road, on the north side of U.S. 98 and identified by parcel number 29-2S-21-42000-011-0018.

Windswept POA-SSA – Project number 13-00600003 being reviewed by Brian Underwood. This is an application submitted by Preble-Rish, Inc. for a proposed small scale amendment to the Future Land Use Map of the Walton County Comprehensive Plan, requesting approval of an amendment to 6 acres from General Agriculture to Estate Residential. The project is located southeast of the intersection of JW Hollington Road and Joe Dugger Road, and identified by parcel number(s) 16-1S-18-14000-002-0000.

Blackstone-SSA – Project number 13-00600006 is being reviewed by Renee Bradley. This is an application submitted by Bonezzi Development Company for a proposed small scale amendment to the Future Land Use Map of the Walton County Comprehensive Plan, requesting approval of an amendment to 4.7 acres from Rural Residential to General Commercial. The project is located on the west side of Ammons Road approximately 400 feet north of Hwy. 90, and is identified by parcel number(s) 22-3n-21-37000-001-001A.

Amendment to Walton Co. Industrial Park PUD aka Mossy Head Industrial Park PUD- Project number 13-00100036 is being reviewed by Mac Carpenter.  This is a major development order application submitted by Walton County Board of Commissioners, requesting the approval to revise development standards in PUD documents, consisting of 333.20 acres with a future land use of Industrial.  The project is located south of US Hwy. 90 and north of I-10 and on the east and west sides of US 285 and identified by parcel number(s) 27-3n-21-37000-001-0010, 22-3n-21-37000-012-0010, and 28-3n-21-37000-006-0010.

The Planning Commission will make a recommendation to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any agenda item that is tabled will be scheduled for a future Planning Commission meeting and will not go forward to the Board of County Commissioners until the Planning Commission makes a recommendation.
