PUBLIC HEARING NOTICE

The Walton County Code Enforcement Board will hold their regular meeting on November 20, 2008 beginning at 6:00 p.m. to be held at the Coastal Branch Library.

In accordance with Section 286.26, Florida Statutes, whenever any board or commissioner of any state agency or authority, or of any agency or authority of any county, municipal corporation, or other political subdivision, which has scheduled a meeting at which official acts are to be taken receives, at least 48 hours prior to the meeting, a written request by a physically handicapped person to attend the meeting, directed to the chairperson or director of such board, commission, agency, or authority, such chairperson or director shall provide a manner by which such person may attend the meeting at its scheduled site or reschedule the meeting to a site which would be accessible to such person.

In accordance with Section 286.0105, Florida Statutes, all persons are advised that, if a person decides to appeal any decision made by the board, agency, or commission with respect to any matter considered at such meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

PUBLIC WORKSHOP NOTICE

The Walton County Planning and Development Services staff will hold two public workshops to discuss the following ordinance:

AN ORDINANCE AMENDING THE WALTON COUNTY LAND DEVELOPMENT CODE TO ESTABLISH HEIGHT LIMITS THROUGHOUT WALTON COUNTY; PROVIDING FOR SEVERABILITY, AND PROVIDING FOR AN EFFECTIVE DATE.

The meetings will be open to the public and the Walton County Board of County Commissioners are invited to attend.

The first meeting will be held on Monday, November 17, 2008 from 5:30 to 7:00 p.m. at the Choctaw Beach Community Center, 126 Water Oak Street, Choctaw Beach, Florida.

The second meeting will be held on Thursday, November 20, 2008 from 5:30 to 7:00 p.m. at the Mossy Head Community Center, 63 Stuart Circle, Mossy Head, Florida.

Project consists of demolition of existing bridge crossing Four Mile Creek and replacing with new construction. The construction will consist of two (2) approach bridges in either end of an 80 linear foot center span. The new span will have enough clearance below the bridge deck and superstructure to allow small vessels to navigate.

The Walton County Board of County Commissioners will hold a regular meeting on Tuesday, November 25, 2008, at 5:00 p.m. or as soon thereafter as may be heard at the Walton County Courthouse located at 571 U.S. Highway 90, DeFuniak Springs, Florida. The following items will be heard:

SPECIAL ITEMS:

1. BOYS AND GIRLS CLUB DEVELOPMENT AGREEMENT – A development agreement between Walton County and the Boys and Girls Club of the Emerald Coast, Inc., a Florida non-profit corporation, regarding the development of approximately 30 acres designated on the future land use map as Town Center One. The development will include up to 55,000 square feet of youth recreational, educational, and community support center, and up to 10,000 square feet of pool and pool deck area. The Boys and Girls Club will share parking with the Walton County Coastal Branch Library, will share a joint stormwater facility with adjoining properties, and will dedicate right-of-way for a future public road. The site is located at 427 Greenway Trail, behind the Walton County Coastal Branch Library (parcel numbers 30-2S-19-24000-019-0000 and 30-2S-19-24000-020-0000).

8. MOSSYHEAD MINI-STORAGE D.O. EXTENSION – Project number 06-001-00036. NOTICE OF PUBLIC HEARING

The Walton County Design Review Board will hold a regular public meeting to hear projects beginning at 5:00 p.m. on Thursday, December 4, 2008 at the South Walton County Courthouse Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach, Florida 32459.  The Board will hear the following items:

1. SEASCAPE TOWN CENTER MASTER SIGNAGE PLAN – Project number 08-001-00059. This is a sign permit application submitted by Wilson Miller, requesting approval of a master signage plan and landscaping plan. The site is at 1373 Scenic Gulf Drive (parcel number 29-2S-21-42500-000-0000).

The Design Review Board will make a recommendation on major developments to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any item that is tabled will be scheduled for a future Design Review Board meeting and will not go forward to the Planning Commission until the Design Review Board makes a recommendation.

In accordance with Section 286.26, Florida Statutes, whenever any board or commissioner of any state agency or authority, or of any agency or authority of any county, municipal corporation, or other political subdivision, which has scheduled a meeting at which official acts are to be taken receives, at least 48 hours prior to the meeting, a written request by a physically handicapped person to attend the meeting, directed to the chairperson or director of such board, commission, agency, or authority, such chairperson or director shall provide a manner by which such person may attend the meeting at its scheduled site or reschedule the meeting to a site which would be accessible to such person.

The Plantation deeded easement abandonment consists of an abandonment of the 50-foot easement on either side of the centerline of the platted roads within Plantation Subdivision recorded in 1978.  The deeded easement is in OR Book 203, page 562, over the 50-foot platted roads in the Plantations Subdivision, per Plat Book 5, Page 22-22a.  This abandonment serves to correct the typographical error, which should have read a 25-foot easement on either side of the centerline of the platted roads within Plantation Subdivision to comprise a 50-foot easement.

AN ORDINANCE PROVIDING FOR THE AMENDMENT OF THE DEFUNIAK SPRINGS MUNICPAL CODE ENTITLED “Chapter 12. Planning Board. Section 12.01. Membership and Appointment.” AND PROVIDING AN EFFECTIVE DATE.

A copy of the proposed Ordinance is available at the City Hall Annex for inspection and all interested persons may appear at the meeting and be heard with respect to the proposed ordinance.

Note: If a person decides to appeal any decision made by the City Council with respect to any matter considered at such meeting or hearing, such person will need a record of the proceeding and that, for such purpose, such person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
