PUBLIC HEARING NOTICE

The Walton County Board of County Commissioners will hold a public hearing on Tuesday, October 14, 2008 at 5:00 p.m. or soon thereafter, at the South Walton Courthouse Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach, Florida.

The purpose of this public hearing will be to consider the following ordinance:

AN ORDINANCE AMENDING THE WALTON COUNTY LAND DEVELOPMENT CODE TO ESTABLISH A HEIGHT LIMITATION FOR ALL OF WALTON COUNTY; PROVIDING FOR SEVERABILITY, AND PROVIDING FOR AN EFFECTIVE DATE.

The Walton County Board of County Commissioners will hold a public hearing on Tuesday, October 28, 2008 at 5:00 p.m. or soon thereafter, at the Walton County Courthouse, 571 US Highway 90, DeFuniak Springs, Florida. The purpose of this public hearing will be to adopt the above ordinance.

Copies of the proposed draft ordinance are available for review at the Planning and Development Services Division located at 31 Coastal Center Boulevard, Suite 100, Santa Rosa Beach, Florida 32459 and the County Administration Office located at 117 Montgomery Circle in DeFuniak Springs, Florida 32433 on Monday through Friday between the hours of 7:00 a.m. and 5:30 p.m.

Interested parties may appear at the meeting and be heard with respect to the proposed ordinance.

The Walton County Zoning Board of Adjustments will hold their regular public hearing on October 23, 2008 at 6:00 P.M. at the South Walton Courthouse Annex in Santa Rosa Beach, Florida 32459. The following items are scheduled for review and action:

1. TRANQUILITY ON THE BEACH PETITION FOR VARIANCE – Project number 08-005-00008. This is a petition submitted by Rebecca Drube on behalf of the Tranquility on the Beach Owners Association, for a variance from the Walton County Land Development Code, section 13.02.00 (H), which limits the height of a fence located within the front yard setback to 4 feet, to allow an existing 6-foot security fence to remain. The site is at 8600 East C.R. 30A (parcel number 27-3S-18-16600-000-00A0).

The Zoning Board of Adjustments will make a final determination to grant a variance, deny a variance, uphold the director’s decision, overturn the director’s decision, or continue to a later date. Any agenda item that is tabled will be scheduled for a future Zoning Board of Adjustments meeting. The applicant/petitioner may appeal the decision of this board to the Circuit Court of Walton County.

Project overview: A new community enhancement project has been designed to improve and showcase a considerable portion of Emerald Coast Parkway in South Walton County. The Beautification Project will landscape approximately 2 miles of medians on Emerald Coast Parkway from Mack Bayou Road east to CR 30-A, creating a beautifully scenic focal point and continued source of pride for the entire community.

The Beautification Project is the latest initiative undertaken by the Scenic Corridor Association in an effort to continue their mission to preserve and protect the character of Emerald Coast Parkway in South Walton County. Founded in 1994, the organization is dedicated to the preservation and enhancement of the scenic nature and unique qualities of South Walton County in an effort to foster an environment of excellence that benefits citizens, businesses and visitors in our area. The landscaping of this particular stretch of roadway is the beginning of a longer term initiative by the Scenic Corridor Association to beautify the medians along Emerald Coast Parkway throughout Walton County.

Bill Smith, RLA, is a landscape architect and urban planner with Kimley-Horn’s office in Grand Boulevard at Sandestin®. He is the landscape architect for the project and describes the design concept for the medians as a “patterned and rhythmic green belt”. The variety of foliage will include Crape Myrtles, Saw Palmetto, Muhly Grass, Plumbago, and improvements to the sod.

TO ADOPT A POLICY RELATED TO BULLYING AND HARASSMENT

The School Board of Walton County, Florida, hereby gives notice of its intent to adopt a proposed new policy, Bullying and Harassment, which by reference is incorporated as part of School Board Rules, pursuant to the procedures set forth in the Administrative Procedures Act.

PURPOSE AND EFFECT: The purpose and effect of the adoption of the Bullying and Harassment policy is to present to school personnel, parents/guardians, students and other interested citizens the administrative procedures required to implement state legislative and local policy requirements.
SUMMARY: The Bullying and Harassment Policy being proposed fulfills the requirements of s. 1006.147, F.S., The Jeffery Johnston Stand Up for All Students Act. The policy under consideration is the model policy prepared by the Florida Department of Education.

LEGAL AUTHORITY: The adoption of the Bullying and Harassment Policy is authorized by Section 1001.41, 1001.42, 1006.08, 1008.25, 1008.34, 1001.03, and 1008.22, Florida Statutes, and the law implemented is Section, 1001.43, 1003.04, 1003.31, 1003.32, 1006.07, 1006.08, 1006.09, 1006.10, 1006.147 Florida Statutes.

ECONOMIC IMPACT: The adoption of the Bullying and Harassment policy will not result in any additional costs to the School District.
A public hearing will be held by the School Board of Walton County, Florida, at 5:15 p.m. during the regular board meeting on November 18, 2008 in the Board Room at the Tivoli Administrative Complex, 145 Park Street, DeFuniak Springs, Florida, for the purpose of considering adoption of the Bullying and Harassment policy. Any interested person may appear at the hearing and present evidence and argument and be heard concerning the adoption of the Bullying and Harassment policy. Immediately following the public hearing the School Board of Walton County, Florida will consider final action to adopt the Bullying and Harassment policy.

The entire text of the Bullying and Harassment policy is on file and available for inspection during regular office hours at the office of the Superintendent of Schools, Walton County, Florida, located at 145 Park Street, Suite 2 DeFuniak Springs, Florida. The proposed rule can also be found on the district’s website: www.walton.k12.fl.us.

If a person decides to appeal any decision made by the School Board with respect to any matter considered at such meeting or hearing, such person will need a record of the proceedings, and for such purpose, such person may need to ensure that verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

The Walton County School Board is seeking bids to furnish all materials and labor necessary for the Closure of the existing diesel fuel system and the installation of a new diesel fueling system.

Monitoring Requirements Not Met For
City of DeFuniak Springs
Public Water System

We are required to monitor your drinking water for total coliform bacteria on a regular basis. Results of regular monitoring are an indicator of whether or not our drinking water meets health standards. During the month of September, 2008, two of our routine compliance samples indicated the presence of coliform bacteria. Since our system may have no more than one sample per month test positive for coliform bacteria, our system exceeded the maximum contaminant level (MCL) for total coliform. When we receive analytical results that our water has tested positive for coliform bacteria, we are required to perform follow-up testing within 24 hours to verify those results. Our repeat testing showed no signs of coliform bacteria.

What Should I Do?
There is nothing you need to do at this time. Total coliform bacteria are generally not harmful themselves. Coliforms are bacteria that are naturally present in the environment and are used as an indicator that other, potentially harmful, bacteria may be present.

What happened? What is being done?

Two routine distribution samples taken on September 16, 2008 came back positive for coliform bacteria. As required by the regulations, repeat samples were pulled within 24 hrs of being notified of the positive results. Each positive sample required 3 repeat samples; 1 up stream, one down stream and one at the original test sight. All subsequent samples showed we are meeting drinking water standards. We believe the cause of the positive samples was due to sampling protocol procedures, during the transportation to the lab. Going forward, new drinking water sampling protocol procedures are in place.
