TDC Solicits Applications

Guidelines and Application for the following is available at the reception desk of the Walton County Tourist Development Council, Hwy. 331 & Hwy 98, or calling Stacey Infinger at 850-267-1216. Applications must be submitted by October 31, 2008 to be considered.

1. The Walton County TDC board will have a vacancy in the category of “tourist related”, defined as a person who is involved in the tourism industry and who has demonstrated an interest in tourist development for south Walton County, and who is a registered voter of Walton County. Applicants are reviewed by the TDC board, with one recommendation submitted to the Walton County Board of County Commissioners. The term is for four years beginning with approval by the Board of County Commissioners.

2. The TDC has the following committees for FY 2008-09, and is seeking members.

• Marketing Committee — members will assist the Walton County Tourist Development Council with key marketing initiatives by assisting in creative ways to stimulate year-round tourism in Walton County while keeping repeat visitors coming back to enjoy the perfect visitor experience. Members may be from upper management in the tourist-related business categories of: lodging, retail, cultural, culinary, activities, special events, or other industry segments that can contribute to the mission of the committee.

• Beach Management Committee — members will assist the Walton County Tourist Development Council: (a) in keeping our beaches clean and safe, and will continue its agenda of building and maintaining beach accesses for the residents and visitors to enjoy; (b) will continue a long-term commitment to the residents and visitors to implement a nourishment plan that will keep our beaches at a level of quality that will continue to entice our visitors to return year after year. Members may be from management in engineering and planning, natural sciences, legal, financial, real estate, or other industry segments that can contribute to the mission of the committee.

• New Product Development Committee — members of the committee will research and review arts, nature and culture opportunities in Walton County in which residents and visitors are both seen as important potential audiences. Working in partnership with community and government entities, the committee will be seeking innovative ways to enhance the local visual and performing arts programs that will protect the natural and historical resources for the future. The committee will assist the Walton County Tourist Development Council in pursuing effective spending of tourist development taxes for the promotion of beyond the beach opportunities in Walton County. Members may be from management in the tourist-related business categories of: lodging, retail, arts and culture, eco-tourism, state parks or forestry, campgrounds, or other industry segments that can contribute to the mission of the committee.

The Walton County Planning Commission will hold a public meeting to hear the following items on Thursday, October 9, 2008, beginning at 5:00 p.m. at the South Walton County Courthouse Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach, Florida 32459:

SPECIAL ITEMS:

1. BOYS AND GIRLS CLUB DEVELOPMENT AGREEMENT – A development agreement between Walton County and the Boys and Girls Club of the Emerald Coast, Inc., a Florida non-profit corporation, regarding the development of approximately 30 acres designated on the future land use map as Town Center One. The development will include up to 55,000 square feet of youth recreational, educational, and community support center, and up to 10,000 square feet of pool and pool deck area. The Boys and Girls Club will share parking with the Walton County Coastal Branch Library, will share a joint stormwater facility with adjoining properties, and will dedicate right-of-way for a future public road. The site is located at 427 Greenway Trail, behind the Walton County Coastal Branch Library (parcel numbers 30-2S-19-24000-019-0000 and 30-2S-19-24000-020-0000).

LEGISLATIVE ITEMS:

2. HEIGHT LIMIT EXTENSION ORDINANCE – An ordinance amending the Walton County Land Development Code to establish a height limitation for all of Walton County; providing for severability, and providing for an effective date.

QUASI-JUDICIAL ITEMS:

3. ALDYNE HOLUB SSA 2008-16 – Darrell Barnhill is requesting a small scale amendment to change 0.98 +/- acres from urban residential to commercial, or any less dense or intense category. The parcel is located north of the Choctawhatchee Bay on the east side of S.R. 83, approximately 580 feet north of Walton Road (parcel number 23-3N-19-19000-003-0030).

4. HSH PROPERTIES, LLLP SSA 2008-17 – HSH Properties, LLLP is requesting a small scale amendment to change 8.205 +/- acres from large scale agriculture to NBNPA/mixed use residential, or any less dense or intense category. The parcel is located north of the Choctawhatchee Bay on the north side of S.R. 20, near the junction of Black Creek Boulevard (an 8.205 acre part of parcel number 19-1S-18-14000-011-0000).
The Planning Commission will make a recommendation to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any agenda item that is tabled will be scheduled for a future Planning Commission meeting and will not go forward to the Board of County Commissioners until the Planning Commission makes a recommendation.

The Walton County Board of County Commissioners will hold a public hearing on Tuesday, October 28, 2008 at 5:00 p.m. or soon thereafter, at the Walton County Courthouse, 571 US Highway 90, DeFuniak Springs, Florida. The purpose of this public hearing will be to adopt the above ordinance.

Copies of the proposed draft ordinance are available for review at the Planning and Development Services Division located at 31 Coastal Center Boulevard, Suite 100, Santa Rosa Beach, Florida 32459 and the County Administration Office located at 117 Montgomery Circle in DeFuniak Springs, Florida 32433 on Monday through Friday between the hours of 7:00 a.m. and 5:30 p.m.

BEACH HIGHLAND NEIGHBORHOOD PLAN – An ordinance amending the Walton County Land Development Code to adopt a neighborhood plan for 78 parcels south of C.R. 30A in a portion of the Beach Highland Subdivision; defining the area of coverage; limiting development within the area to single family detached residential structures; prohibiting further subdivision of platted lots; prohibiting development of multi-family residential and non-residential uses other than the specific accessory use listed in these standards; prohibiting lot reconfiguration to eliminate the existing beach access located at Bullard Road and Highland Avenue; prohibiting the use of manufactured homes; establishing a minimum primary residential unit size of 1,700 heated and cooled square feet; addressing legal non-conformities; providing for conflict, severability, and providing an effective date.

2. HEIGHT LIMIT EXTENSION ORDINANCE – An ordinance amending the Walton County Land Development Code to establish a height limitation for all of Walton County; providing for severability, and providing for an effective date.

QUASI-JUDICIAL ITEMS:

3. M.C. DAVIS SSA 2008-08 – M.C. Davis is requesting a small scale amendment to change 10.0 +/- acres from conservation to conservation residential 2:1, or any less dense or intense category. The parcel is located south of the Choctawhatchee Bay on the east side of Mussett Bayou Road, approximately 2,800 feet north of U.S. 98 (parcel number 28-2S-20-33000-028-0000).

4. ASSISI VILLAS AFFORDABLE HOUSING SSA 2008-13 – Darrell Barnhill is requesting a small scale amendment to change 5.07 +/- acres from conservation residential 2:1 to small neighborhood, or any less dense or intense category. The parcel is located south of the Choctawhatchee Bay on the east side of Thompson Road, approximately 1,400 feet south of U.S. 98 (parcel numbers 34-2S-20-33270-060-0001 and 34-2S-20-33270-060-0002).

5. BLACK CREEK VILLAGE SSA 2008-14 – Black Creek Village Development, LLC is requesting a small scale amendment to change 10.0 +/- acres from large scale agriculture to NBNPA/Rural Town Center, or any less dense or intense category. The parcel is located north of the Choctawhatchee Bay on the south side of C.R. 3280, approximately 1.7 miles east of Magnolia Lodge Road (parcel number 10-2S-18-15000-001-0000).

6. TIGER JOINT VENTURES PETITION FOR ABANDONMENT – Project number 07-008-00004. This is an abandonment application submitted by Tiger Joint Ventures, requesting the abandonment of the southern most 13 feet of the 33 foot right of way along the northern portion of parcel number 36-3S-18-16100-000-1310. The site is on the south side of Winston Lane, approximately 514 feet south of Walton Rose Lane.

7. EMERALD COVE CONCEPTUAL PUD – Project number 07-001-00064. This is a major development order application submitted by Blue Mountain Partners, LLC, requesting conceptual approval for a planned unit development, technical approval of Phase 1, for 16 single-family lots, and conceptual approval of Phase 2 for 20 single family lots. The project is on 18.31 acres with a future land use of CR-2:1. This subdivision will be developed in two phases. The project is on the west side of Old Blue Mountain Road, north of U.S. 98 (parcel number 36-2S-20-33290-000-0010.)

8. SEASCAPE RESORT DRI NOPC – Project number 07-001-00029. This is a major development application submitted by Wilson Miller, Inc., requesting to amend the master plan for the Seascape DRI. The proposed changes include: 1) an increase in the height of the 3-story condominiums to 4 stories or 50 feet, whichever is less, resulting in increased open space and less impervious surface, but not increasing the number of approved condominium units; 2) an extension to the buildout date for the development to December 31, 2010, and an extension to the expiration date of the development order until December 31, 2023; 3) elimination of distinct project phases as they are no longer relevant or meaningful to the buildout of the project; and 4) revisions to the master plan to relocate residential and commercial areas within the Seascape property without increasing the number of residential units or the square feet of commercial space previously approved. The DRI is on approximately 256.34 acres with a future land use of coastal center, located on Scenic Gulf Drive (parcel number 29-2S-21-42500-000-0000).

9. SOMERBY PUD – Project number 08-001-00039. This is a major development order application submitted by Moore Bass Consulting, Inc., seeking conceptual approval for 112 garden-style condominiums, 120 independent living units, 48 assisted living units, 24 memory care units, and 18 units in freestanding duplexes and quad-plexes, totaling 322 residential units to be sold to individual owners. This project is 37.64 acres, which is variously designated as NPA/infill and small neighborhood. The site is on the east side of Mack Bayou Road, approximately 1 mile north of U.S. 98. (parcel numbers 25-2S-21-42000-027-0000, 25-2S-21-42350-000-0020, & 25-2S-21-42350-000-0090).

10. BLACK CREEK PLANTATION PUD – Project number 06-001-00112. This is a major development order application for a conceptual planned unit development submitted by Ed Stanford, and Blackcreek Developers LLC, consisting of 652 single family units, 97 multi-family units, 60,000 square feet of commercial, 29,500 square feet of boat dry storage, as well as public and civic uses on 300 +/- acres with a future land use of NBNPA/RTC. The site is on the north side of Black Creek Road approximately 2 miles east of the Black Creek Boulevard and Black Creek Road intersection (parcel numbers 04-2S-18-15000-001-0030, 33-1S-18-14000-001-0030, 04-2S-18-15000-001-0020, 04-2S-18-15000-001-0040, and 04-2S-18-15000-001-0050).

The Walton County Zoning Board of Adjustments will hold their regular public hearing on October 23, 2008 at 6:00 P.M. at the South Walton Courthouse Annex in Santa Rosa Beach, Florida 32459. The following items are scheduled for review and action:

1. TRANQUILITY ON THE BEACH PETITION FOR VARIANCE – Project number 08-005-00008. This is a petition submitted by Rebecca Drube on behalf of the Tranquility on the Beach Owners Association, for a variance from the Walton County Land Development Code, section 13.02.00 (H), which limits the height of a fence located within the front yard setback to 4 feet, to allow an existing 6-foot security fence to remain. The site is at 8600 East C.R. 30A (parcel number 27-3S-18-16600-000-00A0).

The Zoning Board of Adjustments will make a final determination to grant a variance, deny a variance, uphold the director’s decision, overturn the director’s decision, or continue to a later date. Any agenda item that is tabled will be scheduled for a future Zoning Board of Adjustments meeting. The applicant/petitioner may appeal the decision of this board to the Circuit Court of Walton County.

Project overview: A new community enhancement project has been designed to improve and showcase a considerable portion of Emerald Coast Parkway in South Walton County. The Beautification Project will landscape approximately 2 miles of medians on Emerald Coast Parkway from Mack Bayou Road east to CR 30-A, creating a beautifully scenic focal point and continued source of pride for the entire community.

The Beautification Project is the latest initiative undertaken by the Scenic Corridor Association in an effort to continue their mission to preserve and protect the character of Emerald Coast Parkway in South Walton County. Founded in 1994, the organization is dedicated to the preservation and enhancement of the scenic nature and unique qualities of South Walton County in an effort to foster an environment of excellence that benefits citizens, businesses and visitors in our area. The landscaping of this particular stretch of roadway is the beginning of a longer term initiative by the Scenic Corridor Association to beautify the medians along Emerald Coast Parkway throughout Walton County.

Bill Smith, RLA, is a landscape architect and urban planner with Kimley-Horn’s office in Grand Boulevard at Sandestin®. He is the landscape architect for the project and describes the design concept for the medians as a “patterned and rhythmic green belt”. The variety of foliage will include Crape Myrtles, Saw Palmetto, Muhly Grass, Plumbago, and improvements to the sod.

SCHOOL BOARD OF
WALTON COUNTY, FLORIDA,

TO ADOPT A POLICY RELATED TO BULLYING AND HARASSMENT

The School Board of Walton County, Florida, hereby gives notice of its intent to adopt a proposed new policy, Bullying and Harassment, which by reference is incorporated as part of School Board Rules, pursuant to the procedures set forth in the Administrative Procedures Act.

PURPOSE AND EFFECT: The purpose and effect of the adoption of the Bullying and Harassment policy is to present to school personnel, parents/guardians, students and other interested citizens the administrative procedures required to implement state legislative and local policy requirements.
SUMMARY: The Bullying and Harassment Policy being proposed fulfills the requirements of s. 1006.147, F.S., The Jeffery Johnston Stand Up for All Students Act. The policy under consideration is the model policy prepared by the Florida Department of Education.

LEGAL AUTHORITY: The adoption of the Bullying and Harassment Policy is authorized by Section 1001.41, 1001.42, 1006.08, 1008.25, 1008.34, 1001.03, and 1008.22, Florida Statutes, and the law implemented is Section, 1001.43, 1003.04, 1003.31, 1003.32, 1006.07, 1006.08, 1006.09, 1006.10, 1006.147 Florida Statutes.

ECONOMIC IMPACT: The adoption of the Bullying and Harassment policy will not result in any additional costs to the School District.
A public hearing will be held by the School Board of Walton County, Florida, at 5:15 p.m. during the regular board meeting on November 18, 2008 in the Board Room at the Tivoli Administrative Complex, 145 Park Street, DeFuniak Springs, Florida, for the purpose of considering adoption of the Bullying and Harassment policy. Any interested person may appear at the hearing and present evidence and argument and be heard concerning the adoption of the Bullying and Harassment policy. Immediately following the public hearing the School Board of Walton County, Florida will consider final action to adopt the Bullying and Harassment policy.

The entire text of the Bullying and Harassment policy is on file and available for inspection during regular office hours at the office of the Superintendent of Schools, Walton County, Florida, located at 145 Park Street, Suite 2 DeFuniak Springs, Florida. The proposed rule can also be found on the district’s website: www.walton.k12.fl.us.
