The Department of Environmental Protection gives notice of its intent to issue a permit to Florida Transformer, Inc., located at 4509 State Highway 83 North in DeFuniak Springs, Walton County.

This application is to construct and operate one scrap metal recovery oven capable of burning off insulation and residual amounts of oil from transformer cores and casings in order to recover metals such as copper. The oil may or may not be contaminated with Poly Chlorinated Biphenyls (PCBs). The unit is to be permitted only for transformer cores and casings that have been tested to have had PCB at levels of less than 500 ppm. Although 40 CFR 761.72 has not been adopted by reference into the Florida Administrative Code, the applicant has agreed to be bound by its requirements in order to provide reasonable assurance of proper control of PCB emissions. PCB emissions generated from the addition of the scrap metal recovery oven are expected to be less than 0.4 ounces per year.
The permitting authority will issue the FINAL Permit, in accordance with the conditions of the DRAFT Permit unless a response received in accordance with the following procedures results in a different decision or significant change of terms or conditions.
