The City of DeFuniak Springs (pop. 5177) is now accepting applications for a City Manager. The City of DeFuniak Springs is the county seat of Walton County located in the Florida Panhandle. The city is a fast-growing community with deep roots in Florida history. DeFuniak Springs is a full-service city which includes a municipal airport. The City serves 10,000 people in the surrounding area with its water, sewer, and natural gas utilities. The city employs approximately 100 people and operates with a $24-million annual budget. The city form of government is council-manager.
The minimum qualifications for the position are: a B.S. degree is desirable in public or business administration, from a four-year college or university, or similar degree in management, engineering or related profession; engineering experience is desirable.  The city manager must have a minimum of three (3) years experience as a city administrator or managerial experience which entailed supervision of the various departments of the city.  Knowledge of personnel relations, utilities, planning, finance, public safety, parks and recreation is essential.  Some knowledge of federal programs – grants – would be helpful.  Experience as an administrator, assistant administrator or related work may be substituted for a B.S. degree.  The city manager shall be responsible for the overall day-to-day management of the city following policies set by a five-member city council and elected mayor. Requires a valid Florida Drivers license.  The annual salary for this position will be a minimum of $70,000.00, subject to increase based upon qualifications and experience, plus a benefits package.

The Walton County Design Review Board will hold a regular public meeting to hear projects beginning at 5:00 p.m. on Thursday, December 1, 2011 at the South Walton County Courthouse Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach, Florida 32459.  The Board will hear the following items:

EMERALD 98 HOLDINGS VETERINARY CLINIC DEVIATIONS – Project Number 11-005-00009 being reviewed by Mac Carpenter.  This is a Petition for Deviation application submitted by Emerald 98 Holdings, LLC, requesting deviations from LDC 13.03.01.3 regarding separation distance between retention pond bottom and seasonal high groundwater, and from LDC 13.03.02.2 to allow the use of fibered cement lap siding on a portion of the exterior of a 5,933 square foot veterinary clinic.  This 1.13 +/- acre site has a future land use designation of Village Mixed Use and is located on the south side of US Highway 98, approximately 1,675 feet west of Sugar Drive, on parcel number 33-2S-20-33260-063-0004.

SANDCASTLE ESCAPES VACATION RENTALS BUILDING SIGN – Project Number 11-001-00037.  This is a sign permit application submitted by Sandcastle Escapes, LLC, requesting approval for a building sign measuring 17.83 feet X 3.00 feet for a total of 53.50 square feet.  The 2.21+/- acre site is located on US Highway 331 approximately 925’ south of Chat Holley Road on parcel number 29-2S-19-24000-008-0070.

The Design Review Board will make a recommendation on major developments to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any item that is tabled will be scheduled for a future Design Review Board meeting and will not go forward to the Planning Commission until the Design Review Board makes a recommendation.  In matters regarding deviations from the Scenic Corridor guidelines, as adopted in Section 13 of the Walton County Land Development Code, the decision by the Design Review Board are final decisions.  Pursuant to Section 9.06.06 of the Walton County Land Development Code, any decision or determination of the Board which is contested by an applicant with regard to application or interpretation of the standards shall be referred to the Board of Adjustment for appeal hearing.

Dollar General – Project number 11-001-00030 being reviewed by Mac Carpenter.  This is a major development order application submitted by Bell Engineering Services, LLC consisting of a 9,026 square foot retail general store.  This 2.107 +/- acre site has a future land use designation of Village Mixed Use and is located on US Highway 98, approximately 0.20 of a mile west of CR 393, more particularly identified by parcel number 27-2S-20-33210-000-0166.

SSA 2011-22:  Sara S. Taveprungsenukul is requesting the adoption of an Ordinance of Walton County, Florida, Adopting a Small Scale Future Land Use Map Amendment to the Walton County Comprehensive Plan; Setting Forth the Authority for Adoption; Amending the Future Land Use Map; Repealing All Ordinances in Conflict Herewith; Providing for Severability and Conflicts; and Providing for an Effective Date.  The Ordinance proposes to amend 0.14 +/- acres in Walton County south of the Choctawhatchee Bay, on property identified by parcel number 12-3S-20-34030-00N-0120 and 0130, from Residential Preservation Future Land Use Category to Neighborhood Commercial Future Land Use Category, or a lesser intense category.  The property is located at the intersection of County Road 30A and Flounder Street.

The Planning Commission will make a recommendation to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any agenda item that is tabled will be scheduled for a future Planning Commission meeting and will not go forward to the Board of County Commissioners until the Planning Commission makes a recommendation.

In accordance with Section 286.26, Florida Statutes, whenever any board or commissioner of any state agency or authority, or of any agency or authority of any county, municipal corporation, or other political subdivision, which has scheduled a meeting at which official acts are to be taken receives, at least 48 hours prior to the meeting, a written request by a physically handicapped person to attend the meeting, directed to the chairperson or director of such board, commission, agency, or authority, such chairperson or director shall provide a manner by which such person may attend the meeting at its scheduled site or reschedule the meeting to a site which would be accessible to such person.
