3. BLACK CREEK VILLAGE SSA 2008-14 – Black Creek Village Development, LLC is requesting a small scale amendment to change 10.0 +/- acres from large scale agriculture to NBNPA/mixed use residential, or any less dense or intense category. The parcel is located north of the Choctawhatchee Bay on the south side of C.R. 3280, approximately 1.7 miles east of Magnolia Lodge Road (parcel number 10-2S-18-15000-001-0000).

4. SOMERBY PUD – Project number 08-001-00039. This is a major development order application submitted by Moore Bass Consulting, Inc., seeking conceptual approval for 112 garden-style condominiums, 120 independent living units, 48 assisted living units, 24 memory care units, and 18 units in freestanding duplexes and quad-plexes, totaling 322 residential units to be sold to individual owners. This project is 37.64 acres, which is variously designated as NPA/infill and small neighborhood. The site is on the east side of Mack Bayou Road, approximately 1 mile north of U.S. 98. (parcel numbers 25-2S-21-42000-027-0000, 25-2S-21-42350-000-0020, and 25-2S-21-42350-000-0090).

All interested parties wishing to be heard regarding these amendments may appear at the above mentioned meeting.

The Walton County Zoning Board of Adjustments will hold their regular public hearing on September 25, 2008 at 6:00 P.M. at the South Walton Courthouse Annex in Santa Rosa Beach, Florida 32459. The following items are scheduled for review and action:

1. CHRIS SENNETT PETITION FOR VARIANCE – Project number 08-005-00006. This is a petition submitted by Chris Sennett, for a variance from the Walton County Land Development Code, section 5.00.03, to reduce the front setback to 5 feet. The site is at 449 Bay Magnolia Lane (parcel number 29-2S-19-24000-013-0000).

2. TRANQUILITY ON THE BEACH PETITION FOR VARIANCE – Project number 08-005-00008. This is a petition submitted by Rebecca Drube on behalf of the Tranquility on the Beach Owners Association, for a variance from the Walton County Land Development Code, section 13.02.00 (H), which limits the height of a fence located within the front yard setback to 4 feet, to allow an existing 6-foot security fence to remain. The site is at 8600 East C.R. 30A (parcel number 27-3S-18-16600-000-00A0).

The Zoning Board of Adjustments will make a final determination to grant a variance, deny a variance, uphold the director’s decision, overturn the director’s decision, or continue to a later date. Any agenda item that is tabled will be scheduled for a future Zoning Board of Adjustments meeting. The applicant/petitioner may appeal the decision of this board to the Circuit Court of Walton County.

The Walton County Design Review Board will hold a regular public meeting to hear projects beginning at 5:00 p.m. on Thursday, October 2, 2008 at the South Walton County Courthouse Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach, Florida 32459.  The Board will hear the following items:

1. TOPS’L COMMERCIAL CENTER MONUMENT SIGN AND MASTER SIGNAGE PLAN – Project number 08-001-00049. This is a sign permit application submitted by Boardwalk Designs, Inc., requesting approval of a monument sign measuring 7’2” x 11’ for a total of 78.83 square feet and a master signage plan. The site is at 8955 U.S. Highway 98 West (parcel number 35-2S-21-42100-000-0010).

2. RESORT QUEST MONUMENT SIGN, MIRAMAR BEACH OFFICE – Project number 08-001-00050. The Design Review Board will make a recommendation on major developments to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any item that is tabled will be scheduled for a future Design Review Board meeting and will not go forward to the Planning Commission until the Design Review Board makes a recommendation.

In accordance with Section 286.26, Florida Statutes, whenever any board or commissioner of any state agency or authority, or of any agency or authority of any county, municipal corporation, or other political subdivision, which has scheduled a meeting at which official acts are to be taken receives, at least 48 hours prior to the meeting, a written request by a physically handicapped person to attend the meeting, directed to the chairperson or director of such board, commission, agency, or authority, such chairperson or director shall provide a manner by which such person may attend the meeting at its scheduled site or reschedule the meeting to a site which would be accessible to such person.

1. SAINT RITA CATHOLIC CHURCH FAMILY LIFE CENTER – Project number 08-001-00048. This is a major development order application submitted by Moore Bass Consulting, requesting approval of a Master Plan to amend their previously approved development order. This Master Plan will consist of five phases, adding 25,127 square feet to the existing 21,783 square feet, for a total of 46,910 square feet. Phase I will include relocating two existing portable classroom buildings, the addition of three portable classroom buildings, the installation of covered walkways connecting the classroom buildings to the existing administration building, and the construction of a new parking lot. Phase II will include installation of a boardwalk connecting the campus to the existing main church and parking. Phase III will include construction of a gymnasium, including amenities. Phase IV will consist of the Family Life Center construction and additional parking. Phase V will consist of constructing additional covered walkways that will connect the new buildings to the existing church. The site is on the east side of Moll Drive, approximately 600 feet south of U.S. 98 (parcel number 34-2S-20-33270-030-0000).
