The City of Freeport, Florida is soliciting proposals from Professional Engineers or Certified Energy Auditors interested in providing professional energy audit services in conjunction with the City’s Florida Clean Energy Grant Project awarded by the Florida Energy and Climate Commission through a grant from the Department of Energy’s State Energy Program.
This project is funded through American Recovery and Reinvestment Act (ARRA) funding and is subject to all applicable ARRA requirements. Professional services required shall be secured in accordance with Section 287.055, Fla. Statute. “Consultants’ Competitive Negotiations Act”.  Entities interested in submitting a proposal should contact the City Clerk at P. O. Box 339, Freeport, Florida 32439 or (850) 835-2822 and request a proposal package which details the scope of services required, the factors that will be considered in the award process, the form of proposal required, as well as a list of ARRA requirements. These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Walton County.

REQUEST FOR RELEASE OF FUNDS

On or about July 1, 2011 Walton County will submit a request to the Florida Department of Community Affairs (DCA) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to make the following improvements:

ACTIVITY(IES):
03J – Sewer Facilities – Upgrading two lift stations and the installation of twelve thousand three hundred linear feet (12,300’) of force main to provide the Dixie RV Superstore facility with sanitary sewer.
03J – Water Facilities – The installation of twelve thousand six hundred linear feet (12,600) of ten inch water main along US-90 and under I-10. The project will also include the installation of ten (10) fire hydrants along the water line and one additional fire hydrant at the Dixie RV Superstore facility.
03K – Street Improvements – Upgrade the deceleration lane off of SR 285, and the widening and overlay of Green Acres Road.
CDBG Funds – $750,000.00
Developers Investment Claimed for Match -  $1,500,000.00
Developers Investment Not Claimed for Match – $1,370,000.00

FINDING OF NO SIGNIFICANT IMPACT

Walton County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at Walton County, 176 Montgomery Circle, DeFuniak Springs, FL 32435 and may be examined or copied weekdays 8:30 A.M. to 5:00 P.M.

PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Angie Biddle, Grants Coordinator, Walton County, 176 Montgomery Circle, DeFuniak Springs, FL  32435.  All comments must be received by June 24, 2011.  Comments will be considered prior to Walton County requesting a release of funds. Comments should specify which notice they are addressing.

RELEASE OF FUNDS

Walton County certifies to the Florida Department of Community Affairs and HUD that Larry Jones in his capacity as Chairman, Board of County Commissioners, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Walton County to use the CDBG funds.

OBJECTIONS TO RELEASE OF FUNDS

DCA will accept objections to its release of funds and the Walton County certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases:  (a) the certification was not executed by the Certifying Officer of Walton County; (b) Walton County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Community Affairs, CDBG Program, 2555 Shumard Oak Boulevard, Tallahassee, Florida 32399-2100.  Potential objectors should contact Walton County to verify the actual last day of the objection period.
