THE ABSENCE of a building permit does not present a violation, per a county board decision, for unfinished or abandoned homes as long as they are secured and no work on them is contemplated. This is the case with a number of homes in Eagle’s Landing and Inlet Heights subdivisions in the Inlet Beach subdivisions.
