Furnish Pre-Engineered Metal Building

The Walton County School Board is seeking bids to furnish a 40’ wide x 100’ long pre-engineered metal building for purchase only for the district. The duration of this bid is for two years with an option to renew for an additional year at the same terms upon mutual consent with successful bidder.

Bid specifications and bid forms can be obtained from the Office of Administration and Operations, Walton County School District, 145 Park Street, Suite 2, DeFuniak Springs, FL 32435. All bids must be submitted on the bid form.

All bids shall be sealed in an envelope marked “BID ON PRE-ENGINEERED METAL BUILDINGS”. Bids shall be submitted to the Office of the Superintendent of Schools, Walton County School District, 145 Park Street, DeFuniak Springs, FL 32435, no later than 2:00 p.m. on August 27, 2008, at which time the bids shall be opened by the Bid Committee. The Walton County Board of County Commissioners will hold a regular meeting on Tuesday, August 12, 2008, at 5:00 p.m. or as soon thereafter as may be heard at the South Walton Courthouse Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach, Florida. The following items will be heard:

LEGISLATIVE ITEMS:

1. FESTIVAL/SPECIAL EVENT AMENDMENT ORDINANCE – An ordinance amending Chapter Four of the Walton County Code of Ordinances relating to music, entertainment, and other outdoor festivals; providing definitions; providing exemptions; providing for amended permit requirements; providing for conflict, severability, and an effective date.

2. POINT WASHINGTON HEIGHT LIMITATION ORDINANCE – An ordinance amending section 5.08.00 of the Walton County Land Development Code; providing for legislative findings of fact; defining the limits of Point Washington; setting a height limit for new construction within Point Washington; providing for conflict, severability, and an effective date.

QUASI-JUDICIAL ITEMS:

3. COASTAL DUNES REPLAT – Project number 08-003-00003. This is a replat application submitted by Seaside Engineering, requesting approval for a replat of an approved 17 unit multi family development to reduce it to 13 townhomes on 1.89 acres with a future land use of VMU. The site is approximately 500 feet east of C.R. 393 on the south side of Penny Lane (parcel numbers 02-3S-20-34160-000-0410 and 02-3S-20-34160-000-0421).

4. WALTON COUNTY SSA 2008-06 – David Kramer is requesting a small scale amendment to change 0.72 +/- acres from residential preservation to infill, or any less dense or intense category. The applicant wishes to locate a daycare facility within the existing structure on the property. The parcel is on the south side of C.R. 30A, across from Van R. Butler Elementary School (parcel number 32-2S-20-33010-004-0010).

5. ASSISI VILLAS PHASE I PLAT – Project number 08-003-00011. This is a preliminary plat application submitted by Darrell Barnhill, consisting of a 40 lot single-family subdivision on +/- 10.14 acres with a future land use of NPA/infill. The site is on the east side of Thompson Road, approximately 1,400 feet south of U.S. 98 (parcel number 34-2S-20-33270-060-0000).

All interested parties wishing to be heard regarding these amendments may appear at the above mentioned meeting.

QUASI-JUDICIAL ITEMS:

1. BLACK CREEK PLANTATION PUD – Project number 06-001-00112. This is a major development order application for a conceptual planned unit development submitted by Ed Stanford, and Blackcreek Developers LLC, consisting of 652 single family units, 97 multi-family units, 60,000 square feet of commercial, 29,500 square feet of boat dry storage, as well as public and civic uses on 300 +/- acres with a future land use of NBNPA/RTC. The site is on the north side of Black Creek Road approximately 2 miles east of the Black Creek Boulevard and Black Creek Road intersection (parcel numbers 04-2S-18-15000-001-0030, 33-1S-18-14000-001-0030, 04-2S-18-15000-001-0020, 04-2S-18-15000-001-0040, and 04-2S-18-15000-001-0050). APPLICANT HAS REQUESTED THIS ITEM BE CONTINUED TO THE 9/11/2008 PC MEETING.

2. TIGER JOINT VENTURES PETITION FOR ABANDONMENT – Project number 07-008-00004. This is an abandonment application submitted by Tiger Joint Ventures, requesting the abandonment of the southern most 13 feet of the 33 foot right of way along the northern portion of parcel number 36-3S-18-16100-000-1310. The site is on the south side of Winston Lane, approximately 514 feet south of Walton Rose Lane.

3. MOSSY HEAD DOLLAR GENERAL – Project number 08-001-00022. This is a major development order application submitted by Rebol, Battle & Associates, consisting of a 9,014 square foot commercial building on 1.41 acres with a future land use of commercial. The site is at the northwest corner of U.S. 90 and Lancelot Road (parcel number 18-3N-20-28056-001-0130).

4. SEABREEZE VILLAS – Project number 08-001-00019. This is a minor development order application submitted by Connelly & Wicker, Inc., consisting of 4 townhome buildings with a total of 14 units, and a pool on 1.64 acres with a future land use of NPA/RP. The site is located at the northwest corner of Seabreeze Trail and Seabreeze Boulevard, just north of C.R. 30A (parcel number 28-3S-18-16141-00A-0580).

5. JOLLY BAY PUD – Project number 07-001-00047. This is a major development order application submitted by Preble-Rish, Inc., consisting of the approval of a Master Plan and Phase I consisting of 55 RV units, a 1,500 square foot camp store, a 1,230 square foot laundry and shower facility, and a swimming pool with splash pad area. Future phases will consist of a 147.3 foot condominium having 73 units, restaurant, bakery/coffee shop, a 20 unit bed and breakfast, office, retail, and a 49 slip dock on 60.8 acres with a future land use of rural village. This site is on the south side of Jolly Bay Road, east of Norris Cut-off Road and west of Fluffy Landing Road (parcel numbers 03-2S-19-24000-001-001P and 03-2S-19-24000-002-0040).

The Planning Commission will make a recommendation to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any agenda item that is tabled will be scheduled for a future Planning Commission meeting and will not go forward to the Board of County Commissioners until the Planning Commission makes a recommendation.

    The City of DeFuniak Springs will accept sealed bids for two hundred (200) roll-out garbage carts. The cart will need to be a 95 gallon capacity garbage cart with 12 inch wheels, steel lift bar and meet all A.N.S.I. standards. The cart will need to be compatible with the lifts on our trucks. The cart will need to be hot stamped (branded) with the City of DeFuniak Springs logo as identification. The quote will also need to include the freight charge for shipping and the cost of producing the hot stamp die.

Mack Bayou and Gulfview Heights Pedestrian Paths consists of the installation of approximately 1.6 miles of an 8 foot wide bicycle/pedestrian path located along Mack Bayou Road near the Topsail Hill State Preserve and approximately 1,000 linear feet of an 8 foot wide bicycle/pedestrian path located along Gulfview Heights Street in the Santa Rosa Beach area of south Walton County. The paths shall consist of 2.0 inches of SP 9.5 asphalt with a 6 inch limerock base. The existing drainage ditch will be reworked along the path where applicable. Dirt/gravel driveways along the path on Mack Bayou Road as well as portions of Buddy Street and Betty Street will be stabilized with a inch limerock base and 2.0 inches of SP 9.5 asphalt. All disturbed areas along the proposed path shall be sodded. Any existing water meters, water valves, sewer manholes, or gas valves that are in the proposed path will need to be lowered/raised to match the proposed pavement. Any fire hydrants or power poles that are located in the proposed path will need to be relocated.

*All bidders/proposers must be present at the designated start time of any pre-bid conference and must remain until the conference is adjourned. The County will not accept bids/proposals from any bidder/proposer arriving after the designated start time as listed in the Invitation to Bids or Request Proposal or departing prior to the adjournment of the pre-bid conference.*

NOTICE OF PUBLIC WORKSHOP

The Walton County Coastal Dune Lakes Advisory Board in conjunction with the Choctawhatchee Basin Alliance (CBA) and the University of Florida’s Florida LAKEWATCH Program will hold a public workshop at 9:00 a.m. on Monday, August 25, 2008 at the Huettel Center in Santa Rosa Beach, Florida. Participants are asked to register at the door at 8:30 a.m. The meeting will be all day. Lunch will be provided. Please RSVP by Monday, August 18th at the CBA office at 729-6456. Due to limited space, RSVP is necessary in order to participate in all of the day’s activities.

This meeting will be a special session of the Coastal Dune Lakes Advisory Board for all stakeholders and interested citizens to continue developing a comprehensive management plan for Walton County’s coastal dune lakes. The Coastal Dune Lakes Advisory Board, the Choctawhatchee Basin Alliance, the University of Florida’s Florida LAKEWATCH Program, Walton County Planning staff, and a representative of the Walton County Board of County Commissioners will be present to discuss with the public the latest report in this process: Pros and Cons of Issues Identified by Stakeholders Regarding the Future Management of Walton County’s Coastal Dune Lakes.
