NOTICE OF INTENT OF THE SCHOOL BOARD OF
WALTON COUNTY TO AMEND BOARD POLICY

The School Board of Walton County, Florida, hereby gives notice of its intent to amend School Board Policy 6.13, Year of Service Defined for Administrative and Instructional Personnel.

PURPOSE, EFFECT & SUMMARY: The purpose and effect of the amendment is to no longer give instructors for pay purposes credit for years for which they are currently drawing retirement dollars. This amendment will not affect current employees

LEGAL AUTHORITY: FS 1001.41; FS 1001.42; FS 1001.43 & FS 1012.33

ECONOMIC IMPACT: The implementation of the amendment is expected to save the School District approximately $250,000 – $365,000 annually.

A public hearing will be held by the School Board of Walton County, Florida at 5:00 o’clock p.m. during the regular board meeting on July 15, 2008, in the Board Room at the Tivoli Administrative Center, 145 Park Street, DeFuniak Springs, Florida for the purpose of considering the proposed amendment. Any interested person may appear at the hearing and present evidence and argument and be heard concerning the proposed amendment. Immediately following the public hearing the School Board of Walton County, Florida will consider action to adopt the amendment.

The amendment will consist of a paragraph added to School Board Policy 6.13 that consists of the following text: “Beginning with School Year 2008-2009, teachers shall not be given credit for years of experience for which they are drawing retirement funds. This provision will apply only to teachers who begin their contract with the Walton County School Board for School Year 2008-2009 or any subsequent year.”

If a person decides to appeal any decision made by the School Board with respect to any matter considered at such meeting or hearing, such person will need a record of the proceedings, and for such purpose, such person may need to ensure that a verbatim record of the proceedings, which record includes the testimony and evidence upon which the appeal is to be based.

The School Board of Walton County does not discriminate upon the basis of any individual’s disability status. Mandatory Pre-Bid to be held on July 09, 2008 at 1:00PM at the Tourist Development Council, conference room located at 25777 US 331 South, Santa Rosa Beach, Florida 32459. Bidders who arrive late, will be allowed to attend the pre-bid, but will not be allowed to submit a bid.

Contact the Office of Central Purchasing for availability of drawings. Fee is $175.00 non-refundable. If you have previously purchased drawings for the Miramar Beach Access Reconstruction Project and/or the Miramar Beach Public Parking North Project, then it won’t be necessary to purchase drawings again. But both drawings must be obtained in order to bid project.

All bidders/proposers must be present at the designated start time of any pre-bid conference and must remain until the conference is adjourned. The County will not accept bids/proposals from any bidder/proposer arriving after the designated start time as listed in the Invitation to Bids or Request Proposal or departing prior to the adjournment of the pre-bid conference.

The project consists of two parts located at the Miramar Beach Regional Access (2375 Scenic Gulf Drive Destin, FL) adjacent to the western side of Pompano Joe’s restaurant in western Walton County. The first part of the project is the construction of an approximately 1,100 linear foot long concrete pile-supported parking deck on the southern side of Scenic Gulf Drive. The construction will require the removal of the existing parking structure and all activities necessary to reconnect utilities and the restroom facility to existing systems. The project also includes the relocation of existing utilities and will require traffic control measures to be implemented on site due to its proximity to Scenic Gulf Drive (old Hwy. 98).

The second part of the project consists of demolishing an existing asphalt parking lot and repaving with a new parking lot design. This parking area is located on the north side of Scenic Gulf Drive across from the western end of the parking deck, and will serve as a staging area for the first phase of the project. The existing northern parking lot has asphalt, concrete curbing, and gravel that will  be demolished and removed. There will be a minimum of 12” of subgrade that will be required in addition to 8” of limerock base along with 2” of SP-12.5 asphalt. The parking lot will be sloped to allow the stormwater runoff to collect in the open swales that will be piped to a small pond in the northeast corner of the site. A 4’ tall timber retaining wall will be constructed along two sides of the pond for containment.

TO ADOPT THE 2008-2009 STUDENT
PROGRESSION PLAN

The School Board of Walton County, Florida, hereby gives notice of its intent to adopt the proposed 2008-2009 Student Progression Plan, which by reference is incorporated as part of School Board Rules, pursuant to the procedures set forth in the Administrative Procedures Act.

PURPOSE AND EFFECT: The purpose and effect of the adoption of the 2008-2009 Student Progression Plan is to present to school personnel, parents/guardians, students and other interested citizens the administrative procedures required to implement state legislative and local pupil progression requirements.

SUMMARY: The District Student Progression Plan is adopted each year by the School Board of Walton County, Florida, and sets forth the policies and procedures relative to enrollment, promotion, retention, accelerated/decelerated placement, transfers, instructional programs, accelerated programs, extended year programs, dropout prevention/retrieval programs, student assessment and exceptional student education.

LEGAL AUTHORITY: The adoption of the 2008-2009 Student Progression Plan is authorized by Sections 1001.41, 1008.25, 1008.34, 1001.03 and 1008.22 Florida Statutes, and the law implemented is Section 1008.25 Florida Statutes.

ECONOMIC IMPACT: The adoption of the 2008-2009 Student Progression Plan will not result in any additional costs to the School District.
A public hearing will be held by the School Board of Walton County, Florida, at 5:15 p.m. during the regular board meeting on July 15, 2008, in the Board Room at the Tivoli Administrative Complex, 145 Park Street, DeFuniak Springs, Florida, for the purpose of considering adoption of the 2008-2009 Student Progression Plan. POINT WASHINGTON HEIGHT LIMITATION ORDINANCE – An ordinance amending section 5.08.00 of the Walton County Land Development Code; providing for legislative findings of fact; defining the limits of Point Washington; setting a height limit for new construction within Point Washington; providing for conflict, severability, and an effective date.

REQUEST VESTED RIGHTS DETERMINATION FOR MCDANIEL’S FISHCAMP – Walton County is requesting a determination of vested rights for McDaniel’s Fishcamp, a 50+ year old mobile home/recreational vehicle site. 3. SOUTHLAND CONCRETE PLANT – Project number 07-001-00093. This is a major development order application submitted by Buchanan and Harper Engineering, consisting of 3 buildings totaling 5,951 square feet on 4.17 acres with a future land use of industrial. The site is at the end of Old Ferry Road in the Point Washington area (parcel number 36-2S-19-24000-003-0000).

4. LEHIGH PINES – Project number 08-001-00008. This is a major development order application submitted by Anderson Engineering, consisting of 38 single-family homes on 10.18 acres and 41,643 square feet of commercial with a future land use of MU/TC-1. The site is on the south side of Chat Holly Road, approximately 2500 feet west of U.S. 331 (parcel number 30-2S-19-24000-003-0000).

5. BAYPORT BUSINESS COMPLEX F.K.A. BAYPORT ESTATES – Project number 06-001-00123. This is a major development application submitted by Emerald Coast Associates, consisting of 21 office/warehouse buildings and 5 storage buildings. The project proposes a total of 99,900 square feet of commercial development on 13 acres variously designated as rural village and commercial. The site is at 187 C.R. 3280 (parcel number 34-1S-19-23000-007-0020).

6. PUBLIX SUPERMARKET – SANTA ROSA BEACH, FL AMENDMENT TO FINAL ORDER – Project number 07-001-00082. This is an amendment to the previously approved final order for the major development submitted by Windcrest Development, Inc. and Kimley-Horn and Associates, consisting of a 56,825 square foot commercial retail building with two outparcels on 10.62 acres with a future land use of village mixed use.  Staff is requesting that the Board of County Commissioners amend the final order approving the project to add additional conditions relating to their access onto U.S. 98. The site is on the north side of U.S. Highway 98, approximately 2000 feet east of Veterans Road. (Parcel number 26-2S-20-33200-000-0150 and a portion of 26-2S-20-33200-000-0160).

2. BEACH ROAD COMMERCIAL BUILDING FKA BEACH ROAD TOWNHOMES – Project number 05-001-00120. This is a major development order application submitted by Connelly & Wicker, consisting of 8,984 square feet of general business on .58 acres with a future land use of coastal center. The site is on the south side of Scenic Gulf Drive, .10 mile from the intersection of U.S. 98 and Scenic Gulf Drive (parcel number 33-2S-21-42000-015-0010).

3. BLACK CREEK PLANTATION PUD – Project number 06-001-00112. This is a major development order application for a conceptual planned unit development submitted by Ed Stanford, and Blackcreek Developers LLC, consisting of 652 single family units, 97 multi-family units, 60,000 square feet of commercial, 29,500 square feet of boat dry storage, as well as public and civic uses on 300 +/- acres with a future land use of NBNPA/RTC. The site is on the north side of Black Creek Road approximately 2 miles east of the Black Creek Boulevard and Black Creek Road intersection (parcel numbers 04-2S-18-15000-001-0030, 33-1S-18-14000-001-0030, 04-2S-18-15000-001-0020, 04-2S-18-15000-001-0040, and 04-2S-18-15000-001-0050).

4. TOPS’L DRI NOPC – Project number 08-022-00001. This is a notice of proposed change for the Tops’l Development of Regional Impact (DRI) submitted by Jesse Rigby. The request is to modify 115 one-bedroom condominium units to 114 hotel rooms. The proposed change will affect 3.33 acres of the 52 acre Tops’l DRI, which has a future land use of coastal center. The site is on the south side of U.S. 98 between Four Mile Village and Sandestin Golf and Beach Resort (parcel number 35-2S-21-42100-002-0000).

5. WALTON COUNTY SSA 2008-06 – Walton County is requesting a small scale amendment to change 0.72 +/- acres from residential preservation to infill, or any less dense or intense category. The applicant wishes to locate a daycare facility within the existing structure on the property. The parcel is on the south side of C.R. 30A, across from Van R. Butler Elementary School (parcel number 32-2S-20-33010-004-0010).

The Planning Commission will make a recommendation to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any agenda item that is tabled will be scheduled for a future Planning Commission meeting and will not go forward to the Board of County Commissioners until the Planning Commission makes a recommendation.

1. SOMERBY PUD – Project number 08-001-00039. This is a major development order application submitted by Moore Bass Consulting, Inc., seeking conceptual approval for 112 garden-style condominiums, 120 independent living units, 48 assisted living units, 24 memory care units, and 18 units in freestanding duplexes and quad-plexes, totaling 322 residential units to be sold to individual owners. This project is 36.45 acres with a future land use of NPA/infill. The site is on the east side of Mack Bayou Road, approximately 8 miles north of U.S. 98. 2. TREASURE TROVE ESTATES PHASE 1 PLAT – Project number 08-003-00012. This is a preliminary plat application submitted by Emerald Coast Associates, requesting approval for 12 single family lots on 5+/- acres with a future land use of RPA. 3. ALYS BEACH PHASE III, BLOCKS KK & MM PLAT – Project number 08-003-00013. This is a preliminary plat application submitted by Moore Bass Consulting, requesting approval for 20 single family lots on 4.30 acres with a future land use of NPA/TN. 4. BMW INVESTMENTS ABANDONMENT, REPLAT, AND DEVELOPMENT ORDER AMENDMENT – Project numbers 08-008-00002, 06-002-00035 and 07-001-00027. This is an application for abandonment via a replat submitted by Dan Arner on behalf of BMW Investments, and a request to amend minor development order number 1368. BMW Investments is seeking to correct code violations and encroachments through the abandonment of drainage easements along the north and south property lines of lots 7 and 14 and the retention area located along the eastern border of lots 7 and 14. The site is located at the intersection of U.S. 331 and C.R. 3280 (parcel number 34-1S-19-230000-007-0000).

Request for Bids

The City of DeFuniak Springs will accept sealed bids for two hundred (200) roll-out garbage carts. The cart will need to be a 95 gallon capacity garbage cart with 12 inch wheels, steel lift bar and meet all A.N.S.I. standards. The cart will need to be hot stamped (branded) with the City of DeFuniak Springs logo as identification. The quote will also need to include the freight charge for shipping and the cost of producing the hot stamp die.

Bids will be accepted at the City Hall Annex located at 35 U.S. Hwy. 90 West, DeFuniak Springs, FL 32435 until 2:00 p.m., July 16, 2008. Bids will be opened at the City Hall Council Chambers located at 70 U.S. Hwy. 90 West, DeFuniak Springs, FL at the above time and date.
