You are hereby notified of a Special Meeting to be held Tuesday, December 22, 2009 at 10:00 A.M., or soon thereafter, to allow the Walton County Board of Commissioners to award the bid for the Sheriff’s Administration Building renovations and hold a Public Hearing to adopt the Notice of Intent Resolution to use the Uniform Method of Collecting Non-Ad Valorem Assessments for the cost of providing capital infrastructure, roadway improvements and dam improvements.
This meeting will be held at the Walton County Courthouse located at 571 US Highway 90, DeFuniak Springs, FL in the Commission Meeting Room.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Florida Housing Finance Corporation.
REQUEST FOR RELEASE OF FUNDS
On or about January 2, 2010 the Florida Department of Community Affairs (DCA) will authorize Florida Housing Finance Corporation to submit a request to the U. S. Department of Housing and Urban Development (HUD) for the release of Tax Credit Assistance Program (TCAP) funds under Title XII of the American Recovery and Reinvestment Act of 2009 (ARRA) to undertake a project known as Oakdale Apartments for the purpose of substantially rehabilitating the existing Oakdale Apartments located at 402 First Street, DeFuniak Springs, Florida. Approximately $3,000,000 in TCAP funds will be expended for this project.
FINDING OF NO SIGNIFICANT IMPACT
The Florida Department of Community Affairs has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Florida Housing Finance Corporation, 227 N. Bronough Street, Suite 5000, Tallahassee, FL 32301-1329, and may be examined or copied weekdays 8:00 A.M to 5:00 P.M.
PUBLIC COMMENTS

RELEASE OF FUNDS
The Florida Department of Community Affairs certifies to HUD that Mr. Thomas Pelham, in his capacity as Secretary of the Department of Community Affairs, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorizes and allows Florida Housing Finance Corporation to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the Florida Department of Community Affairs’ certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Florida Department of Community Affairs; (b) the Florida Department of Community Affairs has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. NEW PRODUCT
Members will research and review arts, nature and culture opportunities in Walton County in which residents and visitors are both seen as important potential audiences. Working in partnership with community and government entities, the committee will be seeking innovative ways to enhance the local visual and performing arts programs and programs that will protect the natural and historical resources for the future. The committee will assist the Walton County Tourist Development Council in pursuing effective spending of tourist development taxes for the promotion of beyond the beach opportunities in Walton County. The DeFuniak Springs Housing Authority (herein referred to as the “Owner”) will receive bids for a HUD Project No. FL29S0950109 for the Fiscal Year 2009, of the Project described as follows:
The construction of approximately 1,150 L.F. of gravity sewer main, 1,250 L.F. of water main and other related appurtenances.
Bids shall be addressed to the DeFuniak Springs Housing Authority, 120 Oerting Drive, DeFuniak Springs, FL 32435. All bids must be received by the DeFuniak Springs Housing Authority prior to the bid deadline date and time to be considered. Bids shall be designated as “Sealed Bid” – Highland Terrace Sewer & Water Rehabilitation, HUD Project No. FL29S0950109.
All bids must be submitted in triplicate. Any bids received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at the DeFuniak Springs Housing Authority Office on Wednesday, January 6, 2010, at 10:00 a.m.
The information for Bidders, Forms of Proposal, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the office of CDG Engineers & Associates, Inc. located at 630 Baldwin Avenue; DeFuniak Springs, Florida 32435. Copies may be obtained at this office upon payment of a non-refundable deposit of $100.00 which amount constitutes the cost of reproduction and handling.
