4. CIRCLE K MONUMENT SIGN – Project number 08-001-00021. This is a sign permit application submitted by Core States Engineering, requesting approval of a monument sign measuring 12’ x 5’ for a total of 60 square feet. The site is located at 10685 U.S. Highway 98 West (parcel number 28-2S-21-42000-008-0020.)

5. BEST BEACH GETAWAYS SIGN PERMIT – Project number 08-001-00023. This is a sign permit application submitted by Best Beach Getaways, LLC, requesting approval of a monument sign measuring 10’ x 6.5’ for a total of 65 square feet and a building sign measuring 171.78 inches x 42 inches for a total of 50.1 square feet. The site is located at 12605 Emerald Coast Parkway (parcel number 30-2S-21-42290-000-0120.)

6. TANG-O-MAR WALL - Project number 07-013-00031. This is a request submitted by Patrick O’Neill, for approval of a privacy wall along the eastern property boundary of Tang-O-Mar Estates. The dimensions of the wall are 750’ x 8”, with height being 6’ to the 400’ mark from the scenic corridor, then increasing to 8’ tall for privacy purposes. 7. COPPER GRILL BUILDING SIGN – Project number 08-001-00028. This is a sign permit application submitted by Smith Sign Shop, requesting approval of a building sign measuring 2’ x 18’ for a total of 36 square feet. 8. MIRAMAR COMMONS MASTER SIGNAGE AMENDMENT – Project number 08-001-00029. SCHOOL BOARD OF WALTON, COUNTY, FLORIDA

The School Board of Walton County, Florida, pursuant to the provisions of Florida Statute 120.54, hereby gives notice that is developing an amendment to Walton County School Board Policy 6.13, Year of Service for Administrative and Instructional Personnel, which after adoption, will become part of School Board Rules. The amendment pertains only to new teachers who begin their contract with the Walton County School Board for the 2008-2009 School Year or any subsequent school year. The proposed amendment eliminates salary credit for years of experience for years for which these teachers are drawing retirement funds. The specific legal authority for this amendment is Florida Statutes 1001.41, 1001.42, 1001.51 and 1012.01. NOTICE OF PUBLIC HEARING

The Walton County Board of County Commissioners will hold a regular meeting on Tuesday, June 10, 2008, at 5:00 p.m. or as soon thereafter as may be heard at the South Walton Courthouse Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach, Florida. The following items will be heard:

LEGISLATIVE ITEMS:

1. CONSTRUCTION PERMIT FEE ORDINANCE
– An ordinance amending portions of Section 2.0 Fee Schedules and Tables of Ordinance 2005-29 in the Walton County Code of Ordinances, known as the Walton County Construction Permit Fee Authorization Ordinance, providing for severability, providing for repeal of conflicting provisions, providing for an effective date.

2. DEVELOPMENT ORDER EXTENSION ORDINANCE – An ordinance of Walton County, Florida, amending sections 11.01.05.b and 11.01.06.c of the Walton County Land Development Code to extend the time in which minor and major development permits shall remain valid by one year; providing a sunset provision; providing for retroactive effect of the amendment; and providing an effective date.

NOTICE OF INTENT TO ISSUE PERMIT

The Department of Environmental Protection gives notice of its intent to issue a wetland resource/mitigation bank permit (#0283695-001) to the MC Davis 2006 Trust (Davis) to establish the Nokuse Plantation Mitigation Bank (NPMB) on a +2,080 acre parcel. The project includes the restoration or enhancement of wet prairie, wet flatwoods, forested depressional wetlands, mixed wetland forests, mesic flatwoods and sandhills communities. Restoration and enhancement will be accomplished by the removal of planted pine, reestablishment of historic fire regimes, planting of longleaf pine and wiregrass, controlling erosion, treating and managing exotic and nuisance species, elimination of timber roads, installation of 2 railcar bridges and 9 ditch blocks, grading of certain bedding furrows, and the implementation of a long-term management and prescribed burn program. The mitigation was assessed by the Uniform Mitigation Assessment Method (UMAM) (Chapter 62-345, F.A.C.) as having a potential of 248.52 credits (216.21 wet prairie/wet flatwoods credits and 32.31 forested wetlands credits).

The proposed bank site is in Sections 27-29 and 32-35, Township 1 South, Range 18 West, Walton County just south of State Road 20 and 5 miles east of US 331 near Bruce, FL, Class III waters, and has a service area that includes portions of Walton, Washington, Jackson, Bay and Okaloosa Counties. The NPMB is bordered by Black Creek, Camp Creek, and conservation properties that form an essential link in the Northwest Florida Greenway initiative.

The application and draft permit is available for public inspection during normal business hours at the Department’s Office of Submerged Lands and Environmental Resources, Bob Martinez Building, 2600 Blair Stone Road, MS 2500, Tallahassee, FL, 32399-2400.

A person whose substantial interests are affected by the Department’s proposed permitting decision may petition for an administrative proceeding (hearing) in accordance with Sections 120.569 and 120.57, Florida Statutes. The petition must contain the information set forth below and must be filed (received) in the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Tallahassee, Florida 32399 3000, within 21 days of publication of this notice.
