PUBLIC HEARING NOTICE

The Walton County Technical Review Committee will hold a public hearing on Wednesday, August 5, 2009 at 8:30 am at the South Walton Courthouse Annex in Santa Rosa Beach, FL  32459. The following items are scheduled for review and action:

1. THE BEACH COTTAGES AT MIRAMAR – Project number 09-001-00027.  This is a major development order application submitted by Darrell Barnhill, requesting approval for a planned unit development of 4 single family lots on 0.63 acres with a future land use of NPA/infill.  The site is on the east side of Driftwood Road, approximately 1,200 feet south of U.S.98 West (parcel number 30-2S-21-42290-000-0610).

2. CHURCHILL BAYOU PRESERVE – Project number 09-001-00028.  This is a minor development order application submitted by Scott Jenkins, requesting approval for a 3 lot single family subdivision on 7.5 acres with a future land use of CR 1:2.5.  The site is on the southwest corner of Church Street and Churchill Bayou Road (parcel number 27-2S-20-33210-000-0330).

3. THE MARKET SHOPS – SANDESTIN NOPC – Project number 09-022-00001.  This is a notice of proposed change (NOPC) for the Sandestin Development of Regional Impact (DRI) submitted by Sharon Gold.  The request proposes an E2 change of use from commercial to commercial and school for Parcel 108C, to allow Intrawest to locate a private school in a 770 square foot space.  The Compass Rose Academy would enroll approximately 24 children from Pre-Kindergarten through Grade 5, with a primary focus on children with special learning needs.  The site is at 9375 Emerald Coast Parkway West (parcel number 27-2S-21-42000-001-0120).

In accordance with Section 286.26, Florida Statutes, whenever any board of commissioner of any state agency or authority, or of any agency or authority of any county, municipal corporation, or other political subdivision, which has scheduled a meeting at which official acts are to be taken receives, at least 48 hours prior to the meeting, a written request by a physically handicapped person to attend the meeting directed to the chairperson or director of such board, commission, agency, or authority, such chairperson or director shall provide a manner by which such person may attend the meeting at its scheduled site or reschedule the meeting to a site which would be accessible to such person.

The Walton County Planning Commission will hold a public meeting on Thursday, August 13, 2009, at the South Walton County Courthouse Annex located at 31 Coastal Centre Boulevard, Santa Rosa Beach, Florida 32459, beginning at 5:00 pm, to hear the following items:

SPECIAL ITEMS:

1. CHRISTIAN INTERNATIONAL  DEVELOPMENT AGREEMENT – A development agreement between Walton County and the Christian International Network of Prophetic Ministries, Inc., a Florida non-profit corporation, regarding the development of approximately 24.36 acres designated on the future land use map as conservation residential and village mixed use.  The development will include a multi family residential development project with 60% of the units to be deed restricted to “workforce/affordable housing”.  The site is located at 5200 U.S. Highway 98 E. (parcel numbers 36-2S-19-24000-009-0000 and 01-3S-19-25000-002-0010).

LEGISLATIVE ITEMS:

1. DEVELOPMENT ORDER EXTENSION AMENDMENT ORDINANCE – An ordinance of Walton County, Florida, amending Sections 3.01.03c, 11.01.05b, and 11.01.06c of the Walton County Land Development Code to allow an exception that would extend by two years the time in which Final Orders, Minor Development Orders, and Major Development Orders shall remain valid; providing a sunset provision; providing for retroactive effect of the amendment; and providing an effective date.

2. GULF PINES NEIGHBORHOOD PLAN – Project number 08-023-00001.  An ordinance amending Section 2.03.02 of the Walton County Land Development Code to adopt the Gulf Pines Neighborhood Plan as an overlay district; establishing a defined boundary; establishing that the intent of the plan is to preserve the residential character of the Gulf Pines neighborhood and to ensure the continued stability of the subdivision; establishing development standards; establishing provisions for permitted uses, minimum and maximum lot sizes, setbacks, build-to-lines, lot coverage, building height, allowable densities and accessory structures, prohibited uses, parking restrictions, common areas, recreation areas, and parking facilities; establishing restrictions on further subdivision of lots, restrictions on animals; establishing provisions for legal non-conformities; providing for the incorporation of the Gulf Pines Neighborhood Plan as Appendix NP-4 to the Walton County Land Development Code; providing for severability; and providing for an effective date.

TOPSAIL WEST CONCEPTUAL PUD – Project number 09-001-00011.  This is a major development order application submitted by St. Joe Co., consisting of 31 mixed-use buildings including 308,300 square feet of retail, 5,000 square feet of office space, 190 senior living units, 110 assisted living units, and 310 multi-family units on 119.785 acres, which are variously designated as TC-2 and VMU.  The site is on the northwest corner of the U.S. 98 and C.R.30A intersection (parcel numbers 29-2S-20-33000-011-0010, 29-2S-20-33000-050-0000, and 30-2S-20-33230-000-001A).

4. PARADISE RETREAT PETITION FOR ABANDONMENT – Project number 09-008-00002.  This is a petition for abandonment submitted by Eddie R. Grant, as agent for the Paradise Retreat Homeowners Association.  The petition is to allow the homeowners association to privatize the streets within Paradise Retreat per Florida Statute 336.125, more specifically Sandy Cay Drive, Secret Harbor Drive, and Marigot Bay Circle.  The subject of the petition is located entirely in southwest Walton County, and includes all roads within the Paradise Retreat subdivision, from the intersection on the south end of Sandy Cay Drive and old U.S. 98 (now Scenic 98) and the intersection on the north end of Sandy Cay Drive and new U.S. 98 (Emerald Coast Parkway West).  The future land use is coastal center.  The site is on the south side of U.S. 98, just east of the Walton County and Okaloosa County line (parcel number 30-2S-21-42790-AAA-AAAA).

The Planning Commission will make a recommendation to the Board of County Commissioners regarding these items either to approve, approve with conditions or to deny.  Any agenda item that is tabled will be scheduled for a future Planning Commission meeting and will not go forward to the Board of County Commissioners until the Planning Commission makes a recommendation.

A DOT 5311 ARRA GRANT

A pre-manufactured storage facility; approximately 1000 square feet (50’X20’), delivered and installed on designated site in Bonifay, Florida. To be considered, the storage facility shall be Factory built sections that are transported to the site, installed, and finished. The completed building will be assembled to a monolithic poured, concrete slab. To be considered pre-manufactured or modular, 50 to 60% of the construction shall be factory built; utilizing pre-engineered, factory fabricated structures in three dimensional sections that are transported to be tied together on a construction site.

The metal roofing material shall be matched to the existing structures, in color and design. The roof shall be connected to the existing structures to provide a covered walkway. No plumbing is required; electrical circuits for lighting and receptacles shall be included as specified. Foundation scope of work, including monolithic poured concrete pad shall be included in the bid proposal. Siding shall be James Hardie fiber cement siding or equivalent. Interior wall and ceiling shall be finished with drywall, primed and painted.

The project location is 302 N. Oklahoma Street, Bonifay, Florida 32425. The finished project shall be used for records storage and viewing documents and records.
