<p>Walton County District 5 County Commissioner Cindy Meadows has announced that she will hold a Town Meeting on Thursday, June 20, 2013.</p>
<p>The meeting will be held in the meeting room at Padgett Park located at 810 JD Miller Road in Santa Rosa Beach from 9:00 AM to 10:30 AM.</p>

<p>The June 6 meeting of the Walton County Economic Development Alliance Board (WCEDA) meeting opened with the presentation of the financial report by Board Member Laurie Kelley.<span id="more-6308"></span></p>
<p>Following Kelley&#8217;s report, Board Chair County Commissioner Kenneth Pridgen introduced Art Miller of the Institute of Senior Professionals (ISP), an organization of mostly retired professionals sponsored by Northwest Florida State College. ISP does pro bono consulting work for government and not-for-profit organizations in Okaloosa and Walton counties. Miller presented highlights from a report prepared for WCEDA to provide analysis and guidance for its economic development efforts in Walton County. Miller made these points:</p>
<p>The EDA strategic plan for economic development should be revised to include prioritized specific goals and activities. The goals and activities should be relevant and realistic, specific, measurable, achievable and time bound.</p>
<p>A SWOT Analysis which looks at Strengths, Weaknesses, Opportunities  and Threats should also be prepared.</p>
<p>In neighboring counties both public and private sector funds support aggressive economic development policy. The annual budgets and staffs of their economic development offices are more than twice those in Walton County.  Accountability should be established. Reports of the number of new permanent jobs produced and the return on investment for stakeholders (government and private sector) should be published.</p>
<p>Certified, shovel ready sites should be developed (Walton County is moving in this direction in a cooperative program with Gulf Power Company) and, while it is not WCEDA&#8217;s role to manage the permitting process, it should encourage the county to streamline the building permit process which is said to be widely criticized.</p>
<p>Okaloosa and Bay County economic development leaders believe their websites are the most important vehicles they have to attract attention. Keeping the website fresh with information about the organization, development sites, the local workforce and reasons to locate to their county is critical. (WCEDA has an active program underway to upgrade its website.)</p>
<p>In addition to these points the report includes a list of 25 ideas and opportunities to stimulate economic development.</p>
<p>Following Miller&#8217;s presentation Director Steve Jaeger said he thinks the ISP report comes at a good time and that he will review the recommendations and draw on them in preparing a strategic plan.</p>
<p>Jaeger continued by outlining his current plans to have introductory and exploratory meetings with local companies and business leaders. Included are planned sessions with the St. Joe Company, the Walton Area Chamber, Dr. David Goetsch and Florida&#8217;s Great Northwest.</p>
<p>Jaeger also announced that WCEDA will pay its $2,750 share of the cost to work with Gulf Power to have Phase II of the Mossy Head Industrial Park certified as ready for industrial development.</p>
<p>Board Attorney Clay Atkinson informed the board that the Freeport industrial site purchase by Terhaar &amp; Cronley is moving forward.</p>
<p>Board Member Freeport Mayor Mickey Marse informed the board that WCEDA&#8217;s offer of $250,000 to purchase a new property for the Freeport Industrial Park was met by a counter offer of $325,000 by the bank. The board approved making a revised offer of $275,000 to the bank.</p>
<p>Because of the Independence Day holiday, the next regular meeting of the EDA Board was rescheduled for 12 p.m.  on July 2.</p>

<p>Cindy Meadows had identified garbage collection as one of the main issues to be discussed at her June 6 town hall meeting, and that certainly proved to be true.<span id="more-6306"></span></p>
<p>The Walton County District 5 commissioner&#8217;s first town hall meeting focusing on this topic and recycling took place at Edgewater Condominiums on Scenic Gulf Drive in Miramar Beach. Questions and comments on general issues and concerns were taken as well.</p>
<p>Since taking office in November 2012, Meadows has relied on town hall meetings as a means of keeping in touch with citizens and staying abreast of their needs and concerns.</p>
<p>Miramar Beach is home to many beachfront condominium complexes. A source of irritation for condo residents attending the town hall meeting was that they are billed for garbage collection, while residents of single-family homes are not.</p>
<p>Surfside Resort resident Bob Robinson asked why this is so, stating that each resident of his complex is charged $110 a year for garbage collection. Robinson pointed out that these condos are residences just as single-family homes are.</p>
<p>A representative of Waste Management, the garbage collection company serving the county, explained that, since garbage for condominiums goes into a chute and then into a commercial container, Waste Management bills the condominium complex for collection from the container at the commercial rate&#8212;while Walton County pays for garbage collection for single-family homes. This is in accordance with Waste Management&#8217;s contract with Walton County, the company representative noted. The county&#8217;s current contract with Waste Management extends to 2016.</p>
<p>Suzanne Harris, president of Edgewater Condominiums, complained that all taxpayers are paying the one cent in sales tax that funds collection of garbage for single-family homes, while condominium residents have to pay for their own garbage collection as well, just as businesses do. She said she had brought up this problem with the county some time ago and had stated that it must be remedied.</p>
<p>Harris was quick to say that her complaint was not directed at Waste Management and that the company does an outstanding job.</p>
<p>The tax referenced by Harris is a small county surtax adopted by Walton County in 1994. It was approved by the Walton County Board of County Commissioners (BCC) at that time despite the fact that a non-binding referendum held on the proposed one-cent sales tax had failed by 17 votes.</p>
<p>Santa Rosa Beach resident and community leader Bob Hudson commented that he thought the BCC&#8217;s decision on that sales tax had been a wise one. That being said, Hudson noted that there are differences in what items are picked up in garbage collections between areas north of the bay and south of the bay. Hudson also stated that some commercial entities are being provided with garbage pick-up and not being charged separately.</p>
<p>Hudson also brought up the fact that the legislation establishing the one-cent sales tax had allowed for part of those funds to be put toward other uses such as capital projects. He was of the opinion that the county should look at using these funds to pay for garbage collection for everyone first, rather than &#8220;siphoning them off&#8221; for other purposes. He referenced a proposal to be considered soon by the BCC to use funds from this sales tax to pay for infrastructure at Mossy Head Industrial Park.</p>
<p>Also on the subject of garbage collection, Miramar Beach resident Larry Victor said he had been amazed to see so much garbage all over the streets on weekends. Waste Management only picks up on Mondays and Thursdays, while most rentals change out on Saturday, Victor noted.</p>
<p>The Waste Management representative commented that safety is a concern when it comes to the possibility of Saturday garbage pick-up, with a 60,000-pound truck stopping and starting in busy Saturday traffic. Also, she continued, the county&#8217;s transfer station for garbage closes on Saturday afternoon. However, she said Waste Management was working on the issue.</p>
<p>Meadows commented that so far the county has not chosen to add Saturday pick-up to Waste Management&#8217;s contract. If it were added, the cost would be more, she said. Saturday pick-up would mean that the county landfill would have to remain open until 5 p.m. or 6 p.m. on Saturdays, Meadows explained. One idea has been to enlist a private contractor to pick up garbage on Saturdays, she noted.</p>
<p>Another resident suggested requiring owners of rental properties to send their crews to pick up garbage on Saturday so that it does not sit around for several days. Meadows responded that the possibility of having rental owners take care of their garbage is being looked at.</p>
<p>Victor replied that rental owners are paying taxes to the county for garbage collection.</p>
<p>&#8220;We have to have business licenses in Walton County,&#8221; asserted Santa Rosa Beach resident Mary Nielson. This requirement, she maintained, would provide for commercial or business properties to be identified as such. Owners of all rental properties should be paying all required taxes, including tourist development tax and state tax, Nielson noted. Since garbage collection was the purpose of the one-percent tax, she argued, &#8220;we need to use it for garbage and solve our problem.&#8221;</p>
<p>&#8220;We&#8217;re working on it as we speak,&#8221; Meadows said of the garbage collection matter. She also pledged to investigate the situation that the condo owners had identified with their being charged for their garbage collection on top of the one-percent sales tax.</p>
<p>Meadows announced that she has been working with Waste Management toward setting up a pilot recycling program that would include 2,000 homes south of the bay. The plan would provide curbside recycling one day a week in place of garbage pick-up.</p>
<p>Inlet Beach resident Betty Letcher asked Meadows for her opinion on the sports center property that was being proposed for county purchase.</p>
<p>Meadows responded that she thought the proposal was worth looking at and that she wanted to have all details on it. She noted that a large number of families were expected to be moving south Walton County within the next five years and that more recreational facilities would be needed for children. The need for a new middle and high school has also been identified, Meadow commented.</p>
<p>Art Miller of the Institute of Senior Professionals (ISP) said ISP had done a sports complex study for Niceville and had found that such a facility would not be financially feasible. Miller said he was also concerned about how the property being considered for purchase had changed hands, &#8220;what&#8217;s the real pay off,&#8221; and what will surround the proposed sports complex. He concluded that he views the proposal &#8220;with great suspicion.&#8221;</p>
<p>Meadows responded that, at her request, information on the transactions concerning the property had been added to the BCC agenda packet for the item. The proposal was scheduled to be considered at the June 11 BCC meeting.</p>
<p>&#8220;How was spring break?&#8221; Meadows asked the group.</p>
<p>Attendees in the back of the room shouted compliments about the Walton County Sheriff&#8217;s Office&#8217;s (WCSO) handling of the spring break crowds. Spring breakers had been observed talking on their cell phones to friends saying that law enforcement was &#8220;all over&#8221; on the beaches, resulting in word being spread that Walton County beaches were not carte blanche for breakers.</p>
<p>Meadows also received compliments on the town hall meetings she had held to address spring break issues. Those meetings, which had involved law enforcement, were credited as an encouragement to the WCSO to step up monitoring of spring break crowds.</p>
<p>Another topic of discussion was the controversial roundabout planned for the CR-395/CR-30A intersection and roundabouts in general.</p>
<p>&#8220;I hate roundabouts,&#8221; said Hudson, who lives off CR-393. A traffic study approved by the county in 2006 had also included roundabouts as a recommended alternative at the CR-393 and CR-283 intersections with CR-30A.</p>
<p>&#8220;We don&#8217;t want a roundabout on CR-393,&#8221; Hudson told Meadows.</p>
<p>Meadows had recently worked with stakeholders to develop an alternative to the roundabout plan for CR-395, but it had been voted down by the BCC on May 14. Meadows said she had been told since that time that the funds spent to date on improvement of the intersection ($30,000) were ones that would be spent regardless of whether the roundabout or an alternate plan were being pursued&#8230;.</p>

<p>The Freeport City Council Workshop of June 4, featuring good employee attendance and participation, opened with discussion of a policy that would allow employees to donate accumulated sick leave to another employee suffering from illness and in need of assistance. At the previous Council meeting Councilman Charlie Simmons and Councilwoman Elizabeth Brannon had expressed concerns about using a cap to limit the amount that could be donated.<span id="more-6304"></span></p>
<p>With respect to the cap, Councilman Earl King said, &#8220;I was led to believe that with civil service, like at Eglin, you have a 40 hour cap. &#8230;basically, if you didn&#8217;t have the cap, every time someone stumped their toe they would be out. &#8230;As far as changing the policy, I just think we need to be very careful about the changes we make.&#8221;</p>
<p>Councilwoman Elizabeth Brannon brought in three separate policies: one from Walton County, one from the city of DeFuniak Springs and another from the state of Florida. She said, &#8220;They all have sick leave pools and a provision for an employee to transfer donations. I did notice that each one had a cap&#8230;and the maximum donation that one employee can give to another is 240 hours (six weeks) of accumulated sick leave.&#8221; She also said, &#8220;I don&#8217;t think we have enough employees to have a sick leave pool.&#8221;</p>
<p>Mayor Mickey Marse suggested that employees making donations should have to retain at least 80 hours of accumulated sick leave for their own use.</p>
<p>Councilman Harold Taunton proposed that the policy deny donations to a sick employee so long as the sick employee still has unused assets in his or her sick leave account.</p>
<p>King would like have all requests for benefit donations submitted through the employee&#8217;s supervisor. He also said he thought the Council has a general base on which to build a personnel sick leave donation policy.</p>
<p>City Clerk Robin Haynes will bring a draft sick leave donation policy to the next regular Council meeting.</p>
<p>Discussion then turned to the complex problem of the outstanding debt owed to Walton County on the domestic sewage collection system installed to serve developments along the U.S. 331 artery just north of the bay. The basic problem is that few residents in these areas have tied into the system. The result is a lack of sewer service revenue from the developments to pay off the outstanding loan balance. An equal problem is the negative impact on the efficiency of the sewage plant because it is forced to run so far below design capacity.</p>
<p>Marse has talked to some members of the Board of County Commissioners (BCC) trying to find a way to make the investment work. Two commissioners have indicated a willingness to participate in a joint city/BCC workshop to discuss the problem.</p>
<p>Cliff Knauer of Preble-Rish told the Council that the county, the Department of Environmental Protection (DEP), the Fish and Wildlife Conservation Commission, and the Choctawhatchee Bay Alliance all recognize that a nitrogen buildup from failed septic tanks is a problem in the bay.  He said there should be a partnership to address sewage issues outside of the city.</p>
<p>Knauer also said that there are 300 septic tanks in the Black Creek area that are poisoning the bay. Water samples taken in that area show fecal coliform levels that are &#8220;&#8230;out of the roof.&#8221;</p>
<p>Haynes said, &#8220;&#8230;a way to manage the financial problem must be found now.&#8221;</p>
<p>King proposed that the city and the BCC meet together, throw out some ideas, and see what they say.</p>
<p>Haynes will ask the county for available dates to have a meeting.</p>

<p>Recently re-elected DeFuniak Springs City Councilman Mac Work wasted no time starting off his new term in office, bringing several items before the board in his first meeting back.<span id="more-6302"></span></p>
<p>Among the nine discussion items Work got on the June 10 agenda were Public Works requests to fix a few bumps in roads around the city and information-only updates about new businesses and the potential for installing a fiber-optic network. He also brought forward a few items that got immediate action from the Council, biggest among them a call to host monthly town-hall style open-forum meetings, which Work said is another step toward increase City Hall’s public transparency. Work said his goal of greater transparency had been achieved due to the online availability of meeting minutes and recorded audio since 2011 – though more could be done in terms of giving the public additional chances to voice its opinions and share ideas with the Council.</p>
<p>The rest of the board members agreed with the idea, though the final 4-0 vote to go ahead with the plan amended it such that meetings would be held for two months to start with as per Councilman Ron Kelley’s suggestion to give the forums a “trial run.” Meetings will be at 5 p.m. before the first regularly scheduled Council meetings in July and August, with subsequent meetings being contingent on public participation.</p>
<p>Work proposed to have city staff look into the possibility of putting nearly $98,000 in accumulated fire and police impact fees toward the construction of a new headquarters for the city’s police department. City Attorney Clayton Adkinson said use of the impact fees is growth-restricted, but the DFSPD’s expansion in personnel and services since 2007 most likely justifies such use of the moneys.  The Council voted 4-0 to have Adkinson and City Manager Sara Bowers consult the matter and report back to the board at its next regularly scheduled meeting.</p>
<p>The Council also had to take some action during the request agenda portion of the meeting, voting 4-0 against the sale of a surplus natural gas odorizer to the city of Brewton, Ala., potentially recouping 50-60 percent of the purchase price. The equipment was purchased in December 2009 at a cost of a little more than $22,000, but it has been in storage for several years with little prospect of it being put back into service, said Utilities Services Supervisor Mike Sasser. The Council’s opinion was that it is in the city’s interest to keep a spare unit, as replacements might put a strain on the budget.</p>
<p>Wrapping up the meeting with a little bit of housekeeping that included another agreement with the state Department of Transportation as part of the U.S. 331 four-laning project, the Council voted 4-0 to set a tentative date of July 16 for the first budget workshop.</p>

<p>The Walton County Democratic Women&#8217;s Club was joined by members of the Democratic Black Caucus of Walton County and the American Civil Liberties Union (ACLU) for a June 7 luncheon meeting at Freeport Community Center. Attendees heard from featured speaker Dale Boswell about the challenges that felons face in having their civil rights restored after release from incarceration.<span id="more-6300"></span></p>
<p>Florida is one of only three states that strip people with past felony convictions of their civil rights, even after they have completed their sentences.</p>
<p>Boswell, spoke to the gathering about the work and goals of the Florida Rights Restoration Coalition (FRRC). This non-partisan statewide organization works in concert with groups all over the state and nation toward achieving automatic restoration of felons&#8217; civil rights upon completion of their sentences, as is the practice in the vast majority of states.</p>
<p>Boswell discussed his reason for getting involved in this cause. &#8220;I have never been convicted or charged with any crime in my life;&#8221; he explained, &#8220;I do what I do because I believe it is the right thing to do.&#8221; The Pensacola native is a disabled U.S. Air Force veteran.</p>
<p>When Florida convicted felons finish their sentences and are released, they may think they are free, Boswell emphasized, &#8220;they are not.&#8221;</p>
<p>He noted there had been progress in this area during the administration of former Florida Gov. Charlie Crist. In 2007, Crist and his Cabinet had approved immediate restoration of rights for nonviolent offenders upon completion of their sentences and had agreed to allow most of those who had committed violent crimes to apply immediately upon release to regain their rights.</p>
<p>Four years later, Gov. Rick Scott and his Cabinet approved revised rules, negating the gains made under Crist, Boswell reported.</p>
<p>Today, he explained, in Florida all felons must wait from five to seven years after their release to be able to apply for restoration of their rights. Applications take approximately five years to go through, he said, and then they are subject to consideration by the Executive Clemency Board, which may or may not approve an application. The board, which is composed of the governor and Cabinet, meets four times a year.</p>
<p>&#8220;In Florida, we have 1.5 million disfranchised people, approximately 60 percent of whom are black,&#8221; Boswell revealed.</p>
<p>In the last two years of Crist&#8217;s administration, Boswell told attendees, the rights of more than 30,000 felons were restored. In comparison, he said, the rights of only 254 felons were restored during Scott&#8217;s first two years in office.</p>
<p>Not only does non-restoration of civil rights keep those with past felony convictions from voting, they are also barred from serving on juries and from holding public office. In some cases non-restoration also subjects them to discrimination in seeking jobs and housing, and may prevent them from obtaining professional licensing or funding to pursue their education.</p>
<p>In many cases, Boswell explained, felons who are unable to get their rights restored find that they have no choice but to &#8220;go back to what got them arrested in the first place.&#8221;</p>
<p>In contrast, he revealed, of the 30,672 felons who had their rights restored in 2009 and 2010, only 3,406 were reincarcerated.</p>
<p>Boswell estimated that taxpayers would be saved over $11 billion over a 20-year period with restoration of past offenders&#8217; rights, due to these individuals&#8217; increased ability to successfully re-enter their communities and avoid recidivism.</p>
<p>From those cost savings could come funds to rehabilitate those with past felonies, Boswell suggested.</p>
<p>He urged for citizens to contact their legislators with this information. &#8220;That&#8217;s the key&#8230;they want to hear about dollars and cents,&#8221; he said.</p>
<p>&#8220;The question is, how do we restore common sense?&#8221; commented Rev. Tyrone Broadus of the Black Caucus.</p>
<p>Attendees agreed to initiate a joint project of the Walton County Democratic Women, the Democratic Black Caucus, and the ACLU to petition the governor to restore the rights of felons who had served their sentences.</p>
<p>The June 7 meeting was the first under the leadership of new Walton County Democratic Women&#8217;s Club President Karen McGee, and Johnnie Riley-White received a plaque in recognition of her long-time service as club membership chair.</p>

<p>It ended a week after it began, but the result of the Dixie Youth Baseball District 2 pitching machine tournament was worth the wait for Freeport’s club.<span id="more-6298"></span></p>
<p>Thanks to a late-night nail-biter of a 6-5 win against Paxton, Freeport will represent the district at the state tournament starting June 28 in Wildwood. Paxton will also travel to state as the runner up.</p>
<p>The young Bulldogs defeated Shalimar’s club 19-11 in both teams&#8217; first appearance in the tournament but they then fell 11-7 to Paxton later that night before being forced to brave constant weather delays throughout the week.   Nevertheless, Freeport came out in force when the clouds parted just in time for the Friday, June 7, rematch against Paxton in the final round of the tournament.</p>
<p>Freeport jumped out to an early 1-0 lead and stretched it to 5-2 by the end of the fourth inning. The Bulldogs kept the advantage despite a comeback push from Paxton, which added three runs of its own to cut Freeport’s lead to 6-5 after the fifth. Freeport held on through a close sixth inning to get the win and a berth to the state tourney.</p>
<p>Freeport first baseman Jayce Goddin led in defense on the night, amassing 11 putouts, and Hunter Lenior and Hagan Marse supported with two putouts and an assist apiece. Paxton’s top defensive player of the game was second baseman Lane Carroll, with five putouts and an assist, while teammates Will Hall and Logan Sims added five putouts between them.</p>

<p>The weather also proved a nuisance at the District 2 Minor League and T-ball tournaments, which started June 7 in Paxton. The first and second days of the tournaments went off without a hitch, with Paxton and Shalimar emerging as the top two teams in the Minors, while Paxton and Ponce de Leon will rematch to settle the T-ball championship. Scores were unavailable at press time, but games scheduled for June 9 were rained out, as were Monday’s make-up games, leaving the titles to be decided Tuesday.</p>
