&nbsp;&nbsp;&nbsp;&nbsp;The DeFuniak Springs City Council with City Manager Kim Kirby and Financial Director Sara Bowers discussed the 2010-11 budget at a brief workshop Aug. 30. Kirby presented a list of grants the city will receive in the upcoming year, 12 of 16 of those grants being for land acquisition and development of the DeFuniak Springs Municipal Airport.<br />
&nbsp;&nbsp;&nbsp;&nbsp;Bowers announced one of the grants which is a 20-percent match grant has been reduced, meaning the city has a net savings of $41,500 by not having to match the prior amount.<br />
&nbsp;&nbsp;&nbsp;&nbsp;Mayor Harold Carpenter recommended using a portion of that savings to purchase a vehicle for the special projects coordinator. “I see it as necessary. We need to purchase a vehicle for [her]. She is out in the field a lot and doesn’t need to use her vehicle…It could [also] be used as a back-up for the city manager’s car, council members, or anyone at City Hall when not in use” he said.<br />
&nbsp;&nbsp;&nbsp;&nbsp;Assistant City Manager Bill Holloway reported a “small, economical car” would cost approximately $10,000-$13,000 with a state contract. The Council collectively decided to allot $20,000 in the budget for the vehicle and review cost and performance information at a later time.<br />
&nbsp;&nbsp;&nbsp;&nbsp;In a phone interview with The Herald, Bowers said the budget is $2 million less than last year and stands at $24,361,000. She explained, “In general, all revenues have gone down. Like everyone else the economy has affected us. As well as the economy, the weather affects our revenues. We had a cold winter, so people used natural gas, but if it rains in the summer, people don’t use as much water, meaning revenues are down.”<br />
&nbsp;&nbsp;&nbsp;&nbsp;Bowers reported the deficit is almost $1 million. “We’ve had to pull $975,000 from reserves,” she said, “but it’s normal.”<br />
&nbsp;&nbsp;&nbsp;&nbsp;Even with declining revenues, the city has not laid-off any personnel. In fact, this year’s budget includes one additional position. “We’re very lucky with that,” Bowers said.<br />
&nbsp;&nbsp;&nbsp;&nbsp;Councilman Don Harrison said, “We’ve towed the line on budget…we haven’t overspent in the past few years…and we’re taking less money from reserves than we have in several years.” Carpenter agreed, “To reduce expenditures by $2 million and still give employees a raise, that shows good measure.”<br />
&nbsp;&nbsp;&nbsp;&nbsp;Carpenter closed the meeting thanking Kirby and Bowers for their hard work and saying he believed it was “a very workable budget.”<br />
&nbsp;&nbsp;&nbsp;&nbsp;The final public hearing for the budget will be Sept. 13 at 5:15 p.m.</p>

&nbsp;&nbsp;&nbsp;&nbsp;At the Freeport City Council meeting of Aug. 26 City Planner Latilda Henninger reported that a Florida Recreational Development Assistance Program (FRDAP)  grant in the amount of $200,000 might be available for expansion of the Freeport Sports Complex. She said there are about three acres of property at the Complex where two more ball fields could be installed. The grant, if awarded, could be used for all facilities including a batting cage and a pitching cage. She thinks the city has a good chance of getting the grant. The paperwork has to be submitted to the state by the end of September. She asked for permission to proceed and to schedule a public meeting, a prerequisite for the grant application. The Council gave its approval and scheduled a special Council meeting on Sept. 22.<br />
&nbsp;&nbsp;&nbsp;&nbsp;Henninger asked the Council for permission to draft a resolution to revise the agreement establishing the Hammock Bay Recreation Committee. The seat held by Grit &#038; Grace should be vacated since that organization has moved its home to DeFuniak Springs. She said creating a new seat for the city’s Director of Parks would be appropriate. Henninger also said preliminary work was underway for a grant application for the Masonic Lodge and for another grant to extend the ramp at Four Mile Creek Park.<br />
&nbsp;&nbsp;&nbsp;&nbsp;Henninger advised the Council of a request to re-plat the Haven subdivision at Hammock Bay. The purpose is to combine lots 9 and 10 into one larger lot which would have greater market appeal. The request was approved.<br />
&nbsp;&nbsp;&nbsp;&nbsp;The Council approved Councilman Ray Jackson’s proposal to re-appoint Ronnie Brannon to serve on the city’s Planning Board.<br />
&nbsp;&nbsp;&nbsp;&nbsp;City Engineer Charles Peters reported that a maintenance problem has developed with the air conditioning system for No. 4 well control room. He said that if another outage is reported he would like to get someone else to take care of servicing the equipment.<br />
&nbsp;&nbsp;&nbsp;&nbsp;Peters said that the start-up of the lift station for the McDaniel’s Fish Camp project was scheduled for today. He will check on the start-up and report back to the Council.<br />
&nbsp;&nbsp;&nbsp;&nbsp;Department of Transportation (DOT) approval has been received for the SR-20 sidewalk project and documents have been sent to the contractor.<br />
&nbsp;&nbsp;&nbsp;&nbsp;Bids have been received from seven firms for the work on the lift station replacement project. Bids ranged from $698,000 to more than $1 million. The low bid submitted by BCL Civil Contractors is $100,000 below that of the next two lowest bidders. Engineer Tony Peters called BCL and received confirmation of the bid price. BCL bid meets all of the specifications and previous experience with this bidder is good. The Council approved awarding the job to BCL.<br />
&nbsp;&nbsp;&nbsp;&nbsp;City Clerk Robin Haynes reported that verification has been received that the Air Force is moving forward with work on the deed for the right-of-way along SR-20 for the North Bay water main project.<br />
&nbsp;&nbsp;&nbsp;&nbsp;Haynes reported that Friends of Walton County Animal Shelter has asked for a waiver of fees for use of a meeting room while doing a membership drive. For lack of a motion, no action was taken.<br />
&nbsp;&nbsp;&nbsp;&nbsp;Haynes asked the Council to schedule a special meeting on Sept. 28 to serve as the second public budget meeting. The meeting schedule was approved.<br />
&nbsp;&nbsp;&nbsp;&nbsp;Councilman Harold Taunton told the Council he wants to contact DOT about removal of some of  their signs, which he does not believe are necessary, along the SR-20 right-of-way in Freeport. The Council approved this request.</p>
